This position is located in Refugee, Asylum and International Operations, Asylum Division. As a SUPERVISORY ASYLUM OFFICER, you will supervise a team of Asylum Officers, observe Asylum Officer interviews, review proposed adjudications to ensure that an appropriate level of quality is maintained, complete performance evaluations, and initiate appropriate personnel actions when necessary.

Duties

Supervise individuals who make eligibility determinations on complex and highly sensitive affirmative applications for asylum, NACARA, and terminations, including those involving national security concerns and emerging areas of immigration law. Oversee the screening and adjudications of individuals indicating a credible fear during the expedited removal process, including final review of Asylum Officer determinations on credible and reasonable fear cases. Conduct supervisory reviews to ensure that asylum benefits and other services are being granted appropriately and that an appropriate level of quality in interviewing, case write-ups, and out-processing is achieved and maintained. Prepare plans, reports, and analyses of the asylum benefits operation - to include reviewing individual and program performance, and taking action to ensure compliance with established requirements, goals, standards, and objectives. Advise and plan the work to be accomplished by subordinates based on priorities and difficulty of work assignments.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/25/2024. This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making final determinations on or preparing legal briefs or other written memoranda that advocate for asylum or immigration benefits cases; Analyzing the impact of policy, legislation, or country conditions on asylum or immigration benefits cases; Providing technical guidance, mentorship, or training to individuals who adjudicate asylum or immigration benefits cases or who prepare legal briefs or other written memoranda that advocate for asylum or immigration benefits cases; Reviewing asylum or immigration benefit decisions to ensure proper application of all relevant guidance. Newark Location Only: Employment at the Newark Asylum Office provides an exciting opportunity to staff to work in both downtown Newark and our Manhattan Branch. Both locations are accessible through public transportation and travel between the two offices is quick and convenient. While staff members will be assigned to the Newark Branch duty station, employee may be expected to work out of the Manhattan Branch on a rotational, periodic or as needed basis. San Francisco Location Only: Employment at the San Francisco Asylum Office provides an exciting opportunity for staff to work in both downtown San Francisco and our newly established Oakland Branch. Both locations are accessible through public transportation, and travel between the two offices is quick and convenient. While staff members will be assigned to the SF duty station, employees may be expected to work out of the Oakland Branch.

Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
