This position is located at the VA Eastern Colorado Health Care System (VA ECHCS) in the Facilities Management Service (FMS), within the Office of the Associate Director. The incumbent works closely with a wide variety of service chiefs to include but not limited to the engineering service, the Chiefs and staff of various VA ECHCS clinical and administrative specialties, and other staff members.

Duties

Major duties and responsibilities of the position include but are not limited to: lead staff person in the area of space planning, management, coordination, activation, and deactivation activities; continuously monitors and coordinates space management activities including updating the facility master plan, service line space management, repurposing spaces for other functional needs, processes, and services; develops procedures, techniques, and methods to resolve space problems in both government-owned and -leased facilities which are often unique and of a precedent setting nature; researches and/or analyzes space needs, issues, problems, and or program requirements with respect to space management within VA and leased property spaces; develops action plans and recommendations regarding the allocation of space throughout the medical center. serves as the medical center's lead staff person in the area of activations, deactivations, and moves coordination activities. oversees the daily operation of the Interior Design program for two independent health systems: VA ECHCS and VA WCHCS. Providing supervision to Title 5 employees Perform other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR Experience General Experience (for GS-5 positions): Experience that provided a basic knowledge and understanding of interior design and the design process. Experience may have been gained in work such as interior design assistant or technician, architectural drafting, space planning, furniture/furnishings design, or other positions that require the practical application of design principles in a structured design process. The work of crafts persons or hobbyists in the following fields is not qualifying: painting, fiber art, weaving, woodworking, carpet installing, etc. Specialized Experience (for positions above GS-5): Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, organize, and direct individual and team study and to negotiate effectively with management to accept and implement recommendations; Leadership role in applying performance improvement processes, project management, and to conduct analytical studies; Plan, schedule, and conduct project studies to evaluate and recommend ways to improve the effectiveness and efficiency of the space planning and management work operations in both clinical and and administrative program or support setting; Developing new or modified organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures pertaining to VA relationship in space planning and management functions; Projects and studies knowledge of major issues, program goals and objectives, work processes, and administrative operations of space planning. Physical Requirements: Some travel is required and will be principally local in nature; however, more extended travel is possible and may be required on short notice.
