Vacancies will be filled in the following specialty areas:
Taxpayer Services, Customer Account Services (CAS), Electronic Products and Services Support (EPSS), Operations Support, Workforce Planning- Training & Quality
The following are the duties of this position at the full working level.
Advises and assists top level management on changes to and formulation and implementation of policies for programs, processes, and initiatives to help improve the effectiveness and efficiency of agency strategies and nation-wide operations.
Assesses existing and proposed programs and activities to determine their investment potential and contribution to the achievement of the mission and strategic goals. Identifies business, technological, and financial risks within ongoing programs and opportunities directly and indirectly involved in meeting established agency goals and objectives, and serves as a consultant to help prepare, execute, revise, and monitor management policies.
Plans, conducts, and completes policy and management analyses of complex issues and operations to provide senior executives with accurate and timely data, policy options, and recommendations and works with them to develop and implement policy changes that will help them carry out their strategic thinking and decision making responsibilities.
Uses information technology hardware and software to gather and interpret data and prepare reports, spreadsheets, flow charts, policy statements, action plans, milestones, and illustrated presentations for delivery to key strategic leaders.
Serves as project leader and member on a number of teams that collaboratively plan, develop, complete, and deliver work under stringent deadlines and towards group objectives.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience that demonstrated the ability to manage multiple assignments that required a workable knowledge of program oversight; qualitative and quantitative methods; planning policies and procedures; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, and flowcharts.
Examples of specialized experience include assignments where you participated in a range of project management principles, practices, methods, and techniques; conducted analysis of issues, and/or of strategic importance; utilize existing approaches and/or techniques in reporting.
OR EDUCATION: You may substitute education for specialized as follows: Ph.D. or equivalent doctoral degree in a related field of study.
OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR an LL.M., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Experience that demonstrated the ability to manage multiple assignments that required a workable knowledge of program oversight; qualitative and quantitative methods; planning policies and procedures; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, and flowcharts.
Examples of specialized experience include assignments where you participated in a range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; helped developed new approaches and/or refined existing techniques.
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience that demonstrated the ability to manage multiple assignments that required a wide range of knowledge of program oversight; qualitative and quantitative methods; planning policies and procedures; negotiation techniques; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, and flowcharts.
Examples may include assignments where you performed a range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with organizational impact.
AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
