This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent Serves as a Construction Representative with responsibility for participating in contract administration in support of the Branch's contract construction program.
Duties
Makes regular and special trips to direct and coordinate the work of a variable number of lower grade construction inspectors engaged in providing on-site inspection of construction activities.
Reads, studies, keeps informed on, and analyzes a variety of construction plans and specifications, change orders r modifications, directives, manuals, schedules, and makes interpretations and decisions as to proper related administrative guides.
Enforces compliance and trains staff on safe working requirements.
Recommends the course of action to be taken, the extent of changes that may be allowed, or the substitutions that may be made which will not result in a possible claim or be contrary to the intent of plans and specifications.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-04 General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with standard construction industry practices AND six months of specialized experience which includes: 1) Track receipt of submittals or other project documentation in preparation of inspection of work. AND 2) Assists with inspection of work for quality control. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).
OR
Education: Two years of education above the high school level that included at least 12 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. (Note: You must attach a copy of your transcripts.).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.
GS-05 Specialized Experience: One year of specialized experience which includes: 1) Tracks receipt of submittals or other project documentation in preparation of inspection of work. AND 2) Performs inspection of work for quality control. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four year course of study leading to a bachelor's degree (a) with a major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06 Specialized Experience: One year of specialized experience which includes: 1) Reviews submittals and other project documentation in preparation of inspection of work. AND 2) Assists with quality assurance/quality control testing for compliance with applicable organizational regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-07 Specialized Experience: One year of specialized experience which includes: 1) Reviews plans and specifications for compliance with assigned contracts; 2) Conducts field inspections including field measurements and computations to ensure compliance with specifications; AND 3) Provides contract administration including quality reporting and the review of pay estimates for contractor work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
GS-08 Specialized Experience: One year of specialized experience which includes: 1) Plans independent projects and construction assignments; 2) Resolves some complex but well-precedent problems involving construction phases to ensure compliance with contract schedules; AND 3) Interprets construction plans and specifications for constructability and practicability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
GS-09 Specialized Experience: One year of specialized experience which includes: 1) Inspects several, concurrent complex contract construction and operations and maintenance activities to ensure compliance with contract plans and specifications; 2) Recommends necessary changes in plans and specifications to effect or eliminate engineering or construction problems; AND 3) Coordinates the work of lower graded employees providing on-site inspection of construction activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement for GS-06 through GS-09 using experience alone--no substitution of education for experience is permitted.
