The Supervisor Compliance and Liaison Specialist provides technical and administrative oversight to a team of Education Liaison Representatives (ELR) and Education Compliance Survey Specialists (ECSS), who are responsible for the adjudication of approval, compliance, and liaison activities associated with VA education benefit programs.
Duties
Duties may include, but are not limited to:
-Development and oversight of organizational work planning within various states or foreign countries assigned.
-Implementation of operational and tactical oversight strategies over education and training programs.
-Preparation of information and data (i.e., accomplishments, progress, mission needs, resourcing, and all unresolved or controversial issues), which provide senior leaders with regional status of operations.
-Conduct advisement and develop recommendations to leadership addressing assigned programs within the AC&L mission.
-Provision of guidance and assistance to the regional Chief Education Liaison Officer on short and long-range planning of priorities and preparation of schedules for the completion of work.
-Identify and recommend development and training that will increase efficiency of compliance and liaison review and reporting.
-Research, analyze, and evaluate policies and regulations to resolve stakeholder conflicts, challenges, and complaints.
-Ensure enforcement of statute, regulations, and standards of compliance among education and training intuitions.
-Makes recommendations and provides the regional Chief Education Liaison Officer an independent and unbiased assessment of the team's compliance with directives and level of morale.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work and extensive use of a computer is required. The nature of the work may place the incumbent in a stressful situation, and they must possess a high degree of emotional stability, maturity and judgement to complete the work assignments. Some standing, walking, and light lifting (up to 20 pounds) may be required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Submit a copy of your most recent NON-AWARD and NON GENERAL ADJUSTMENT SF-50. The SF-50 must indicate proof of status and should identify your position, title, series, grade/step, salary, tenure, and type of service (Competitive or Excepted) AND the SF-50 needs to show 52 weeks at the current or next lower grade level. To verify Time-In-Grade requirements, submit a copy of a SF-50 Notice of Personnel Action reflecting when you entered your highest grade held [(e.g. Appointment, Promotion, etc.) Note: To demonstrate that you meet Time-In-Grade requirements (serving 52 weeks at the current or next lower grade and step), you may need to submit more than one copy of a SF-50; You may need to submit a non-award SF-50 to show when you entered your highest grade and step (or next lower grade/step level) AND another non-award SF-50 to show when you exited your highest grade and step (or next lower grade/step level).
NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. GENERAL ADJUSTMENT and AWARD SF-50's CANNOT be used for time-in-grade verification.
Specialized Experience: To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 or higher. Specialized experience must document direct specialized experience with Veterans Educational Benefits and experience working educational institution program approval applications and compliance survey activities, ability to set priorities and tasks, and resolve conflicting issues or actions in question. Conducting development and oversight of organizational work planning within various states or foreign countries as assigned and implementation of operational and tactical oversight strategies over education and training programs.
NOTE: The GS-12 grade does not have an education qualification requirement. You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
