Serve as the Education Technology/Program Specialist in the areas of training related to overseeing, course planning, development, modification, delivery and evaluation.

Duties

Duties consist of the following, but are not limited to: Responsible for overseeing, leading and coordinating the education technology program. Fully develops and designs courses. Adapts the material to the target audience, develops learning props, modifies procedures, courses, training guides and plans, and seeks alternative training sources for an organization having a fairly well defined and readily understood mission. Develops educational content that prepares users for new versions and releases. Prepares internal office instructions governing local training development programs. Provides training to VACHS facility staff, utilizing learning principles and appropriate teaching aids when applicable. Analyze and evaluates training programs, identifying problems and deficiencies and developing workable solutions. Serves as instructor to all employees in personal computer programs. Provide coaching and mentoring support to employees who are in their developmental tracks. Oversees and/or leads curriculum development, evaluates curricular using evaluation forms, and collects data to analyze the achievement of educational goals. Assures availability and functioning of computer equipment. Places work orders/remedy tickets required for equipment functioning. Assures technology laboratory readiness for teaching and learning activities. Back-up the TMS Domain Manager when requested, to work on Profile Maintenance, manage accounts for Administrators; and technical assistance, based on operational needs. Routinely assesses current training needs of all services from their respective chief, supervisor, ADPAC, and Service Education Liaison (SEL) as entered into the Education Need Assessments package in order to develop and adequate training program. Makes recommendations to supervisor/employees as to the type of training needed. Serves as the ACOS for Education Office ADP Applications Coordinator providing automated system support to all Education Umbrella. Assists in the reservation of training rooms assigned to the Education Center. He/she assists in the coordination with FMS the maintenance and cleaning of all areas and rooms assigned to the Education Center. Assists at the Education Center reception area by receiving visitors anc1 phone calls. Routinely interacts in a professional and courteous manner with managers and other employees. Provides support to ACOS for Education initiatives that are associated to Veterans related initiatives, organization strategic goals and/or learning organization transformational initiatives. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.. Selective Placement Factor: Proficiency in both Spanish & English languages, written and spoken. Knowledge and experience with the implementation, execution and evaluation of continued Education Programs for adults, as well as conducting Educational Needs Assessments in a complex healthcare facility. Quality Ranking Factor: Experience applying employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives. Preferred Experience: Has sufficient knowledge and experience in a large facility, medical or non-medical that demonstrates the ability to program, monitor and oversee all national educational requirements for the organization. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to the IOR requirement above, You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collect educational needs from customers; Developing custom-made curriculum and educational objectives; Design evaluation forms; Coordinate an implementation plan; Analyzes data for program improvement; Deliver courses; Design, create, and develop a broad range of training programs; Serve as software technical support; Serve as an instructor and/or facilitator for a variety of professional and technical training courses; Provide support to the Electronic Learning Tracking System (EL TS); Prepare annual reports; Assist with Veterans Health Information Systems & Technology Architecture (VISTA) audits; Perform ADPAC functions; Serves as educational instructor for educational programs, overseeing and delivering courses, such as the School at Work (SAW) program, PRIDE and CDL; Delivers courses already structured and/or developed by vendors and content owners; Prepare documents, charts, statistical reports using PC software in MS office programs, outlook and internet. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
