Duties

You will serve as a strategy consultant, educator, team facilitator and coach on matters related to strategy development and strategy execution. You will serve as a management/program analyst and facilitator for strategic planning and program implementation at the headquarters level. You will serve as the Strategy Management lead for strategy communication ensuring communication of the Navy Medicine strategy throughout the Navy Medicine enterprise. You will serve as a critical link between Strategy Management and the BUMED Performance Improvement office to drive change and progress throughout Navy Medicine. You will serve as the Navy Medicine representative for strategy and performance improvement activities in support of the Military Health System-BUMED relations

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing studies, analysis, evaluations from diverse health care environment (e.g., Department of Defense (DoD), Department of Navy (DoN), federal, civilian) including changes and trends in the health care industry; Applying fiscal, (e.g., federal), systems and processes and health care system hierarchy. Facilitating groups or teams, Executive and Managerial level, using performance improvement and program management methods to gain consensus; Isolating and defining unknown conditions, resolving critical problems, and developing new theories concerning operational, budget, and management programs; AND Applying analytic techniques to evaluate decisions and strategic initiatives. Currency in analytic processes to manipulate multiple complex program assessments. Acquainted with decision making tools to drive priorities and develop measures performance. Consistent use of problem-solving skills to gain consensus of diverse audiences. Understanding of federal and civilian policies as applied to medical care delivery. Knowledge of federal fiscal systems and processes to sustain accountability. Ability to facilitate groups or teams at the managerial level with basic project planning methods. Application of analytic techniques to evaluate decisions and drive strategic initiatives.
