You will serve as a PROGRAM ANALYST in the OFFICE OF STRATEGY MANAGEMENT of BUREAU OF MEDICINE AND SURGERY. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will provide recommendations and coaching to executive leadership related to strategy development and management You will implement and evaluate an internal strategic management program that achieves improved organizational development and performance You will provide consultation and recommendations to senior leadership sessions to meet strategic vision and objectives You will design and facilitate annual strategic planning sessions, and strategy implementation teams You will evaluate and assess organizational efficiency and effectives and recommend change and improvements You will serve as Navy Medicine lead representative on the DoD strategy Action Group

Requirements

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing an internal strategic management program that achieves improved organizational development and performance; Conducting comprehensive program reviews, analysis, evaluation and assessments of organizational efficiency and effectiveness in order to recommend changes/improvements; Providing recommendations and coaching to executive leadership on strategy development and management; & Facilitating strategic planning sessions, annual planning sessions, and strategy implementation teams. Ideal Incumbent: A well-qualified applicant must have a complete understanding of the Naval military command structures, missions, programs, and organizational relationships to include the following competencies: The incumbent must possess a comprehensive knowledge of Naval (Navy and Marine Corps) and Joint strategies supporting warfighting domains to sustain health services. A thorough understanding of the integrated force capabilities doctrine and policy is required to frame strategic objectives to enhance future health services sufficiency and proficiency. The unique aspects on military health care in the current tri-service environment rely on civilian health care organizations, the Military Health System managed by the Defense Health Agency (DHA), and Navy Medicine complex organizational structures designed to support the Naval warfighting force. A well-qualified applicant needs a complete understanding of this environment to achieve results quickly. The incumbent must have a mastery of knowledge of management and analytic processes to manipulate multiple complex program assessments and coordinate the interrelationships needed for decision making. Directs strategic planning, establishes priorities, monitors, and measures performance, and oversees program improvement for these programs. The incumbent must have experience in strategic planning methods and implementation to originate new and improved theories, concepts, and programs for approval at senior executive levels. The incumbent must demonstrate strong analytical and problem-solving skills, along with the ability to communicate complex concepts effectively to diverse audiences. Comprehensive familiarity of the health care environment (e.g., DoD, DoN, federal, civilian) including changes and trends in the health care industry. Incisive understanding of federal fiscal systems and processes and the military health e system hierarchy to make decisions. Clear understanding of funding lines of authority including different appropriations supporting operational readiness. Ability to facilitate groups or teams, Executive and managerial level, using performance improvement and program management methods to gain consensus. Application of analytic techniques to evaluate decisions and drive strategic initiatives.
