The Consulting Services Branch is seeking a highly skilled individual to serve as a Supervisory Human Resources Specialist to manage, supervise, administer, and deliver HR management products, programs, and services and provide HR consulting and strategic advisory services.

Duties

Develop and implement strategic and effective human resources plans, policies and programs to support evolving mission and programs. Apply a wide range HR expertise and analysis to identify, assess, analyze, and provide recommendations in the resolution of complex HR issues and to improve products and services. Manage special projects and serve as a representative on various agency teams, including but not limited to, project management, planning, schedules, communications, and/or resources. Provide expert advice and guidance to senior level management on key HR program areas and topics such as organizational effectiveness, strategic planning, and implementation of HR policy/procedures. Lead and manage a team of HR professionals who will implement strategic vision, cultivate creative solutions, and improve how HR partners with customers. Collaborate and partner with other offices within Human Resources, senior Center leaders, and counterparts across NASA to accomplish milestones, innovate new ideas, and provide quality customer service to Agency employees. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Formulating objectives and recommendations governing human resources functions to effectively meet current and long-range human resources management goals for the organization Providing authoritative advisory services on human resources operations and programs to design and implement best practices to align with human resources policies and procedures to support the organization's mission Utilizing expertise in HR management principles, concepts and practices, as well as consultative skills, to evaluate HR programs and resolve complex problems Leading or managing an HR team, function or project while fostering engagement, teamwork, inclusion, and innovation Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
