Duties

You will function as a Supervisory Engineer or Architect in the field of construction engineering, serving as one of the primary points of contact and team leader for coordination of assigned Capital Improvements construction projects. You will apply Federal and agency regulations governing administration of construction contracts, serve as technical advisor on complex engineering problems, and assist in the development of independent government estimates for construction. You will be responsible for assisting in the forecasting of workload into out years in preparation of resource planning requests for your assigned branch. You will provide resolution of highly technical issues, construction practices, processes, safety, and changed conditions. You will ensure preconstruction conferences are conducted, constructability reviews are performed, submittals including contractor schedules are reviewed, approved and monitored, and invoicing is conducted and processed in a timely fashion. You will supervise a technical staff, assign considering the difficulty and requirements, identify training needs, evaluate performance and resolve complaints.

Qualifications

This position has a Special Placement Factor which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a senior member/lead and/or supervisor of a team of engineers/architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON) and construction quality assurance; 2) Research construction practices and techniques in the development of construction project specifications or feasibility considerations; 3) Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting the work of A/E and construction contractors: 4) Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes in criteria; and 5) Visiting construction projects under execution to evaluate construction progress and safe performance of contracted work. Physical Demands: The work is generally sedentary with regular site visits involving standing, walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites. Occasional surveys and inspections of the supporting Installation's infrastructure will require some physical exertion (for example, crawlspace inspections, above and below deck pier evaluations, etc.). Work Environment: Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations. The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, NAVFAC FECs maintain personnel protection programs with applicable laws and regulations. These programs may include protective equipment, and laws and medical surveillance.

Education

Series 0801 Engineer
Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Series 0808 Architect
Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
