This position is located in Veteran Services Division (VSD), within the Denver Logistics Center (DLC), Golden, Colorado, The incumbent provides a wide variety of administrative, analytical, inventory management and technical duties. The incumbent participates in the development, assessment, implementation and oversight of numerous management decisions, policies and/or procedures related to VHA National Programs.
Duties
Major Duties:
Incumbent applies appropriate leadership skills in a variety of complex organizational situations which results in improved management of the service, customer service, teamwork, quality, management and technical skills, overall growth of staff, change management and sound business practices for the best use of the budget of the Denver Logistics Center.
The incumbent will provide insight and participate in developing program strategy, policy and/or standards covering the facility's supply chain program activities and records. Analyzes and evaluates the effectiveness of programs or operations in meeting established compliance short/long range goals and objectives.
Protects all printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and VHA policy. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc, as set out in the computer access agreement that the employee signs.
Gathers information, identifying and analyzing issues and developing recommendations to solve substantive problems of efficiency of work
Provides analytical program data, supporting an inter-disciplinary team.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience For the GS-09 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization." Specialized experience is defined as work that involves (1) interpreting Federal, State laws, rules, and regulations relative to compliance and the conduct of investigative studies, (2) applying analytical and evaluative principles to resolve issues and accomplish program goals for a clinical, medical, and/or research department/organization, (3) creating, maintaining, and disseminating electronic information and documents/files; effectively communicates, orally and in writing, between agencies and across organizational levels to coordinate research needs and deliver requested information. OR,
Education. A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. related to the work of this position (TRANSCRIPTS REQUIRED). OR,
Combination. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable

OR,
Education. A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. related to the work of this position (TRANSCRIPTS REQUIRED). OR,

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The majority of the work is of sedentary nature. Work requires sustained attention to detail, with stress on deadlines for action. At times, incumbent is required to walk and be on his/her feet for prolonged time periods. Work may extend beyond normal shift periods and be during non-regular duty hours. The work also requires some standing, bending, and carrying of light items such as books and papers.
