This position is in the Office of Management and Administration, Office of Inspector General (OIG), Department of Veterans Affairs (VA), with functional responsibilities that include, but not limited to, budget formulation and execution; financial management; hotline operations; occupational safety; records management, human resources; procurement; organizational planning; policy development; space management; training and internal controls.
Duties
As the Deputy Assistant Inspector General for Management & Administration, you will:
Qualifications
Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements in their resume; and must address the Executive Core Qualifications (ECQs) and each Technical Qualifications (TQs) in seperate statements.
A. Basic Requirement: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.
B. Technical Qualifications: All applicants must address each TQ separately, not exceeding two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'
TQ 1: Demonstrated knowledge and experience managing executive or corporate level administrative support activities, including procurement, space management, and human resources for a nationwide organization.
TQ 2: Demonstrated experience in assessing individual capabilities and development needs, assigning work, establishing performance standards and elements, conducting performance appraisals for subordinates, and ensuring that EEO and government-wide program requirements are incorporated in all human resource management operations.
TQ 3: Demonstrated knowledge and experience directing the formulation and execution of a multi-million-dollar annual executive or corporate budget for a nationwide organization.
DO NOT COMBINE THE TQ AND ECQ STATEMENTS. Failure to meet basic qualification requirements and address all TQs will result in your application being disqualified.
C. Executive Core Qualifications: Applicants must address each ECQ separately, not exceeding two pages per ECQ. (Note: ECQ statements are not required if you are a current member of the Career SES, a former Career SES member with reinstatement eligibility or an OPM/QRB certified candidate.)

BUILDING COALITIONS - Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
You are encouraged to address each ECQ separately and demonstrate the underlying competencies in the narrative. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience whenever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed, amount of money saved, etc.)
Applicants should use Challenge, Context, Action, and Results (CCAR) model below when responding to each ECQ:
CHALLENGE: Describe a specific problem or goal.
CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).
ACTION: Describe the specific actions you took to address the challenge.
RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership.
Should you choose to response to the ECQs using the narrative response, the narrative should not exceed 10 pages, be typed in 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ. Before uploading into the system, ensure these guidelines are met. In addressing these mandatory qualifications elaborate on your accomplishments, experience, training, education, and awards, highlighting the problems solved and work objectives met, i.e., the results of your effort and evidence of your success.
