This position is located within the Bureau for Latin America and Caribbean (LAC) Office of Central American and Mexican Affairs (LAC/CAM), at the U.S. Agency for International Development (USAID). The Bureau for Latin America and the Caribbean responds to critical development challenges in the region by promoting the U.S. Government's foreign policy priorities, building stronger partnerships with our neighbors and supporting thriving economies and stable democracies that deliver to citizens.

Duties

Serve as LAC/CAM focal point for countries assigned with interagency (including State and the NSC), multilateral institutions, Embassies, and non-governmental organizations. Serve as Bureau lead for normal contact with the Missions, representing their reporting, serving as point of contact for taskers and other priority actions, and advising LAC/CAM leadership. Research and provide expert advice and reporting on country context, policy and development issues. Collaborate closely with other LAC offices on policy, budget, strategy formulation, and reporting to support the Missions to which assigned. Prepare planning, authorization, briefings, implementation documents, and monitors their timely execution. Serve as LAC/CAM subject matter expert for the cross-cutting issue of migration, coordinating with other teams and offices, coordinating efforts on migration programming in CAM, and liaising with the interagency and foreign governments.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Experience working with countries to determine the feasibility of resource requests; (b) Providing policy guidance in view of regional/area strategies, goals, and program criteria; and (c)Overseeing the production of country briefing materials and providing presentations on programs in the countries of assignment GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) U.S. international development assistance experience including providing policy guidance; planning/reporting; and preparation of country-level fact sheets, briefing, and reporting materials; b) Planning, writing and coordination of international development assistance documents including effectively liaising with individuals in other offices as necessary; c) Effective teamwork and communication in diverse or cross-cultural settings including building collaborative working relationships with diverse groups of colleagues from the U.S Government and other countries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
