This is a National Guard Title 32 Excepted Service position for a FINANCIAL ANALYST, Position Description Number D2514P01 and is part of the 169 CES, South Carolina Air National Guard.
Duties
This position is located in the Air National Guard (ANG) Wing within the Commander's Support Staff (CSS). The purpose of this position is plan, coordinate, and perform Financial Management analysis, and quality reviews, of squadron and group level accounting and financial management programs. Work involves preparing, analyzing, presenting, and advising on financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of ANG operations, training, and readiness missions.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard in military grade listed in this announcement, required prior to the effective date of placement.

- This is a Financial Management Level Certified position IAW the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Must obtain the appropriate certification levels for positions within 24 mos after initial assignment; and, must maintain continuous training and education studies, as identified for position's certification level, during the defined 24 mos period.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1 ONLY.
AOC DEFINITIONS:
Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC)
Area 2: Current members of the South Carolina Air National Guard.
Area 3: Any individual eligible for membership in the South Carolina Air National Guard.
Min/Max Military Grades: SSgt/E-5, TSgt/E-6, MSgt/E-7

BASIC QUALIFICATIONS REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material.
GENERAL EXPERIENCE: - All series personnel's' performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position and must have a fundamental working experiences with validated understanding of the basic principles and concepts of the occupational series and grade. Must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures.
SPECIALIZED EXPERIENCE: To be rated qualified for this position your resume must show definitively at least 12 months experience in the following-Basic principles and concepts of the National Guard financial business program requirements. Private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures. Experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Specialized experiences in providing analysis, validation, processing and correction of financial transactions. Experience in the identification of issues/problems involving the full range of financial services. Skill in working with inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records. Skill in the ability to perform complicated actions to solve problems associated with processing transactions within the financial system and multiple feeder systems, to include logistics, contracting, travel and pay systems. Skill in analyzing particular facts of financial transaction problems/issues, verify and evaluate data; and obtain additional information to reconcile discrepancies or inconsistencies.
MILITARY QUALIFICATION REQUIREMENTS: Military skill set is determined by AFSC requirements. Upon selection, individuals must be assigned to a compatible military AFSC in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC. A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, individuals are assigned to a compatible unit of assignment and military skill in accordance with Army and Air Force skill classification directives, statutes, and National Guard Bureau regulations. For continued employment, the dual status technician must obtain and maintain all compatible service specific military skill requirements in training and education within 180 days of appointment. For continued employment, the dual status technician must obtain; and, have the required military and civilian financial management certifications for the specific GS-0501 position within 24 months of hire into the dual status Technician position.
OTHER REQUIREMENTS: 1.Prior to Title 32 Excepted Service appointment, an applicant must have a current completed/cleared drug test and physical. 2. Prior to Title 32 Excepted Service appointment, must possess a valid state driver's license to operate government motor vehicles, for the state in which the applicant lives or is principally employed, in accordance with Service specific Vehicle Operations Directives. 3. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives. 4. As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0501 position, the technician must complete all Financial Management Program education and training. 5. As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0501 position, the technician must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date. 6. As a basis of continued Title 32 Excepted Service employment/appointment in the GS-0501 finance position, the technician must complete the requisite quantity of CETs every two years to sustain the achieved certification level. 7. The NG Title 32 Excepted Service GS-0501 technician must complete all required Financial Management Certification continuing education and training hours; and, the technician, along with his or her applicable supervisor, must document and manage the technician's Individual Development Plan. 8. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager. 9. As a basis of continued Title 32 Excepted Service Technician employment/appointment in the GS-0501 finance program position, the technician's supervisor must monitor and track the technician's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate to ensure the GS-0501 technician attains his/her certification levels within the required time periods. 10. The Title 32 Excepted Service Technician is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0501 graded finance position. 11. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0501 position, the technician must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professional
Education
Must have a high school diploma. An undergraduate degree from an accredited college/university is optimum.
