The primary purpose of this position is to perform inspections on a variety of complicated structures involving difficult and complex construction; or inspections of a major segment of a difficult and complex project involving sophisticated mechanical, electrical, or hydraulic systems and equipment. Duties

Performs design work and design review for new construction, addition, alteration, repair and maintenance for real property facilities. Monitors and inspects assigned construction contracts and work orders for new construction, additions, alterations, repair and maintenance of real property facilities. Serves as technical representative of the Contracting Officer or the Cape Range Operations Chief for in-house projects. Prepares and processes project documentation, special reports and correspondence related to contracts or work order projects.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • At a minimum, position must meet the qualification requirements stipulated by the US Office of Personnel Management for the 0809 occupational series.
  • May be required to act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May be required to serve on Source Selection boards.
  • May be required to serve as Contracting Officer’s Representative (COR) and to complete all training requirements as specified by the Contracting Officer in accordance with all applicable regulations, guidelines and contracting FAR Clauses.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-02, equivalent to the next to lower grade (GS-05 to GS-08) or equivalent in the Federal Service. Examples of specialized experience include practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques and practices relating to construction, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to inspect projects and advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues; Knowledge of service contracts and contracting procedures, regulations, and practices; Knowledge of engineering and construction standards, practices, methods, techniques, costs, materials, trades and crafts, and equipment; Knowledge of data systems such as Projects by Contract Management systems (PCMS) and Project Design Construction (PDC) system, and of word processing automation software functions; familiarity with engineering disciplines and architecture, and ability to estimate construction costs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques and practices relating to construction, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to inspect projects and advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues. Knowledge of service contracts and contracting procedures, regulations, and practices. Knowledge of engineering and construction standards, practices, methods, techniques, costs, materials, trades and crafts, and equipment. Knowledge of data systems such as Projects by Contract Management systems (PCMS) and Project Design Construction (PDC) system, and of word processing automation software functions. Familiarity with engineering disciplines and architecture, and ability to estimate construction costs. Knowledge of health, safety and environmental requirements as outlined in applicable regulations. Skill in written and oral communications. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guidelines materials. Skill in conducting studies and investigations, problem analysis and developing logical and documented recommendations. Skill in establishing and maintaining effective interpersonal relationships. Ability to read and understand contract requirements, blueprints, engineering and architectural plans and specifications and to identify, define, and translate project requirements into preliminary designs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
