This Materials Handler Leader position is located within the Environmental Management Service within the VA Providence Healthcare System. The position is full time at 40 hours per week.

Duties

The Material Handler Working Leader serves as the key focal point for the coordination of receiving and fulfilling requests for the furniture and equipment to various patient care areas throughout the system service area, including Outpatient Clinics throughout the States of Rhode Island and Massachusetts. Duties include, but are not limited to: Plan and coordinate with Environmental Management Service supervisors, in order to establish daily tasks for medical center and CBOC furnishings based on program changes; Relay project assignments to other material handlers, providing them with appropriate equipment and supplies to accomplish tasks.; Regularly perform and lead material handlers through daily tasks (e.g., track and monitor furniture needs, make adjustments and changes in layouts, monitor inventory), ensuring that the quality and quantity of work meets established standards; Load and unload the vehicles by hand, sometimes receiving help from other workers; Load from the warehouse using forklift equipment as necessary, and transport to the required remote locations on a daily basis; Ensure the cargo is protected from weather and that it is properly distributed and secured to prevent damage or loss during transit; Make certain that any equipment being hauled does not exceed the maximum weight allowed for the vehicle being driven; Inventory the stock of furniture at the warehouse, identify component shortages for replenishment orders, confirm receipt of orders, identify discrepancies including improper items received, shortage of items delivered, wrong products, damage to shipment, etc; Work closely with personnel from Engineering Service, Contract Service and contractors; Develop, maintain, and oversee a high level of aesthetic appearance of interiors in all buildings, and recommend the necessity for change or improvement as the need is observed; Ensure the facilities utilized for patient care throughout the Providence VA system are equipped to serve the Veterans, through inspections of the assigned daily tasks, ensuring that they are satisfactorily completed, as well as for any needed repairs, noting discrepancies for the Environmental Management Service supervisors; Other duties as assigned. Work Schedule: Full-time. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay. The incumbent may be required to travel to other VA campuses and CBOC's.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: InspectLead or SuperviseMaterialsWork Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The Material Handler is required to drive a truck for several hours to reach the remote location of service. Incumbent is required to stand on hard surfaces for extended periods of time, and to bend, climb and stoop, and work in tiring and sometimes uncomfortable positions. They may lift and carry items weighing up to 50 pounds, with heavier items being moved with handling equipment or the assistance of other workers. She/he moves supplies and materials with pallet jacks, forklifts and through physical labor. During travel, considerable physical effort may be required to change tires and make limited emergency repairs. Working Conditions: Material Handler of this position will operate motor vehicles in all types of traffic and weather conditions on public roads and are exposed to the danger of serious accidents. Incumbent works both outdoors and indoors, including areas that may be hot, damp, cold, drafty, and/or poorly lighted. Materials Handlers are regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. Must be able to sit for long periods of time while driving and is exposed to road hazard conditions on a daily basis. The incumbent will apply all established safety practices, will report unsafe conditions and unsafe practices to the supervisor, and will report any occupational injury or illness in a prompt practical manner. She/he has regular access to printed and electronic files containing sensitive data, which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policies, and VHS policy. The incumbent is responsible for (1) protecting that data from unauthorized release or from loss, alteration, or unauthorized deletion and (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in an employee signed computer access agreement.
