This position is located at the Robley Rex VA Medical Center in the Fiscal Service. This position performs duties related to the establishment and maintenance of General Ledger Control Accounts and Subsidiary Records for the Medical Center.

Duties

The incumbent performs a variety of accounting (payments of accounts in a general ledger /maintenance of Fund Control Accounts), travel assistant duties, and agent cashier duties. Major duties include: Monitors costing of the Purchase Card, Accounts Receivable, Suspense (Unapplied Collections), and Draft Check accounts for all general funds maintained at this facility. Ensures that hard copy and computer records are generated and posted to reflect the transactional history of each individual document. Continuously monitors documents for needed processing of payments, adjustments, offsets, and other varied transactions. Analyzes and codes various documents, ensuring proper appropriation and general ledger accounting, used to generate financial transactions affecting the General Ledger accounts, subsidiary records, and various other records of the hospital. Prepares adjusting transactions to balance General Ledger accounts and/or subsidiary records. Prepares Journal Vouchers for all applicable transactions, determining and denoting the General Ledger accounts affected. Maintains the subsidiary records of Purchase Card, Accounts Receivable, Suspense, and Draft Checks, monthly reconciling each with the General Ledger Accounts. Reconciles, monthly, hard copy documents to the General Ledger accounts and/or subsidiary records. Processes corrections and/or follows up on discrepancies. Documents, reports, and recommends corrective action and/or procedures on any continuing problem of any nature that affects or is affected by these accounts. Performs accounting reviews and analyses of transactions to ensure the integrity, accuracy, and timeliness of the accounting records and functions. Monitors and reviews reports generated by the accounting system, analyzing data for appropriateness and adherence to VA regulations and VA accounting methods. Applies review and analytical techniques that will uncover discrepancies, errors, and internal control issues. Documents, reports, and advises the Senior Accountant of any technical, procedural, or internal control issues and recommends effective corrective action. Provides information and guidance to line managers and staff officials on procedures, forms, and documentation required to support the integrity, accuracy, and timeliness of the Purchase Card Program. Reconciles, analyzes, and corrects the IMP AC transactions on a daily basis to ensure agreement between IFCAP and FMS and follows up on discrepancies. Performs duties as an Agent Cashier Alternate. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using accounting terminology and account codes relating to an automated system; balancing and reconciling accounts and records; collecting and compiling accounting data to prepare reports; preparing status of funds reports; performing monthly reconciliations/adjustments of accounts payable and accounts receivable; entering accounting transactions into an automated data management system; processing and verifying invoices; replenishing petty cash funds; and working from a variety of accounting documents and/or systems. Physical Requirements: Work is primarily sedentary with some lifting and carrying of computer reports, boxes, and ledgers.
