This position encompasses a wide spectrum of activities and assignments requiring flexibility and adaptability, administrative management skills, knowledge of workforce management delivery systems, and effective and efficient project management skills. This position serves as an analyst and advisor on the efficiency of Employee and Leadership Development (ELD). Duties require the ability to apply specialized principles and practices of administrative management in supporting ILEAD's mission.

Duties

The major duties of this position include but are not limited to: Supports ILEAD by ensuring all projects assigned are planned and executed efficiently and economically and are executed within VA, and ILEAD guidelines. Ability to respond effectively, orally and in writing, to customer inquiries about national workforce programs and eligibility guidelines. Utilizes various communication methods to effectively keep staff and program managers engaged and informed of business line issues. Collects, inputs, manages and maintains data, creating and generating reports from web based and PC-based applications, which support various budgets across ILEAD. Assists program managers in completing necessary updates in Class Management System for ILEAD. Demonstrated skills in oral and written communication. This position encompasses a wide spectrum of activities and assignments requiring flexibility and adaptability, administrative management skills, knowledge of workforce management delivery systems, excellent written and oral communication skills, and effective and efficient project management skills. Plans, promotes, analyzes and develops design strategies for ILEAD projects I programs and training solutions by leading and contributing to effective integrated product teams Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Work Schedule: Monday - Friday; 40 hours per week; tour of duty based on organizational need. Compressed/Flexible: This position is authorized for a compressed/flexible work schedule. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience. You may qualify based on your experience and/or education as described below: GS-11Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. 2) Leads, conducts, or participates in management studies, reviews and fact finding assignments, particularly those with wide or significant effect upon ILEAD's organizational structure, policy, processes, and operations. 3) Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. 4) Expresses ideas and facts to individuals or groups effectively; makes clear and convincing oral presentations; listens to others; facilitates an open exchange of ideas. Utilizes various communication methods to effectively keep staff and program managers engaged and informed of business line issues. 5) The employee sets well-defined and realistic personal goals; displays a high level of initiative, effort, creativity and commitment towards completing assignments in a timely manner. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work? OR GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): You must possess equivalent combinations of a masters degree and specialized experience directly related to the work of the Program Analyst position, which may be substituted to meet the experience requirements for GS-11 position? Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms, and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment more than 30 lbs.
