This position serves as the Trail Manager for the Captain John Smith Chesapeake National Historic Trail located within Colonial National Historical Park, in Yorktown, VA. The incumbent serves as the program management specialist for all aspects related to the management and administration of the trail under the authorities of the National Trail System Act and National Park Service.

Duties

The Supervisory Program Management Specialist serves as the Trail Program Manager to Captain John Smith Chesapeake National Historic Trail and is an integral member to the Leadership Team at Colonial National Historical Park. The management specialist will address complex issues, special projects, and programs, work directly with tribes in the interests of the superintendent, and create a vision and plan for the trail. Manages and Prepares Cooperative Agreements, General Agreements, Task Agreements, cost sharing proposals, assists partners with grant applications, and overseeing multiple capital fundraising/capital campaigns that could be conducted simultaneously. Provides technical assistance regarding trail management to State, local, and other federal government agencies; private organizations; nonprofit groups; and trail associations to achieve quality, consistency, and continuity in management of the Trail system.

All qualifications must be met by the closing date of this announcement-10/31/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must be performed in a national historical park or closely related natural and cultural resources setting and includes activities such as: Applies in-depth knowledge of laws, regulations, policies, and guidelines regarding planning and development, natural and cultural resource management. Provides program direction, vision, strategic planning, internal and external networking opportunities. Assists in the formulation of policies, long-range objectives, short-term work plans, standards, and Priorities for the park/organization. Coordinates and monitors visitor use levels and trends, particularly those associated with economic and social benefits of recreation, education, tourism, conservation, and preservation. Develops comprehensive management plans working with a broad team of representatives including trail/park staff, partners, community leaders, Native American Tribes, elected officials, trail/park neighbors, and other stakeholders. Applies skills in leadership, diplomacy, and verbal and written communications to foster good working relationships with tribes, other agencies, and organizations, and with elected or appointed officials at the state, local, and federal levels, frequently regarding controversial and high-profile issues of regional and national interest. Applies principles, methods, practices, and techniques for locating, planning, design, construction, operation, and maintenance of trails; and programs and authorities to limit or permit public use, and information management programs. Assigns work, provides policy direction, and evaluates the work and performance of subordinate staff members. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
