This position serves as an Inventory Management Specialist for the expendable and non-expendable equipment program(NX0 located in the IO, Financial Management Office, Logistics Office and property Management section. Incumbent has responsibility for independently managing, coordinating and controlling equipment required to support the operating programs of the National Data center Operations, our Corporate Data Centers within the Franchise Fund and multiple billable customers at national level.
Duties
Duties include but not limited to:
Advises Equipment Inventory Listing (EIL) Officers of proper submission of Reports of Survey for lost, damaged or stolen property.
Reviews Reports of Survey for completeness, solicits additional information from services, service lines or designated officials to clarify or explain circumstances surrounding the report, assist IO in investigating all lost property.
Responsible for the accuracy of all personal property records and property documents which support the general ledger accounts, adds clarification and guidance concerning the use of furnishings and equipment outline in VA Handbook 7002.
Works closely with Information Technology (lT) Sections to ensure all non-expendable equipment is entered into the AEMS/MERS Equipment Program and bar-coded to comply with VA Handbook 7002.
Serves as the liaison to NX department and warehouse personnel to ensure the accuracy of completion of all incoming property copies before equipment tags are generated.
Submits electronic change orders through National Service Desk (NSD) Unicenter Service Desk (USD) to capture and track asset change management. This will also include requirements for asset install, moves, excess and disposal.
Conducts perpetual inventories and adjusts properly records to reflect gains/losses.
Analyzes usage data and adjusts ordering patterns and quantities to support routine and emergency requirements.
Reviews inventory and takes action to utilize/transfer equipment and process slow moving and excess items.
Ensures compliance with all Federal and VA regulations regarding mandatory sources (Ability One, Disabled Vets/Women Owned/Disadvantaged Small Businesses) and rotation of vendors.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: one year experience with IT inventory management at the next lower level OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: one year experience with IT inventory management at the next lower level OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education.
Preferred Experience - One year as a contracting officer representative or with assisting a contracting officer representative.

Physical Requirements: Work Work requires a combination of sitting and standing most of the time, with some bending required checking
equipment tag numbers. A degree of walking and climbing stairs is required to conduct on-site and off-site inventories of NX equipment. Minimal lifting is required when receiving in equipment and preparing equipment for sales. May also be ca]led upon to assist in the receipt, storage and distribution of equipment primarily consisting of lifting and carrying items weighing up to 25 pounds. Work conditions could occasionally be dirty, hot, humid or unusually cold when involved in property inventories or disposal.
