The position is located in the Department of Veterans Affairs (VA), Veterans health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the VISN 6 Centralized Finance Office located in Roanoke, Virginia. Position serves as a Supervisory Accountant providing direction and oversight for a variety of accounting, payroll and auditing functions within the Centralized Finance Service (CFS) for VISN 6.

Duties

***THIS IS NOT A REMOTE POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to: Provides daily assurance, advice, and training on technical, policy, procedure, and processing matters to staff located both remotely at the VISN 6 sites which are serviced by the CFS and to local CFS staff. Ensures established policies are followed accurately and timely for the processing of medical center operation actions which interface through or impact the CFS and technical direction of financial and accounting records/ledgers. Ensures funds are efficiently and effectively controlled and that reports accurately reflect results of financial operations. Develops and revises accounting and payroll system techniques and processes in normal day-to­day activities as well as adapting the techniques and/or processes when changes to medical center operations and policy or systems occur. Responsible for the overall performance and supervision of the Payroll and Accounting Sections of the CFS for VISN 6 which includes accounting technicians, payroll technicians, staff accountants, and other supporting personnel. Prepares shared this information and trains individuals at both the CFS and at the facilities on the proper manner of operation. Performs duties associated with examining financial reporting, cash management, and internal controls such as the analysis and review of records, reports, and processes to ensure accuracy and relevance of financial transactions and to provide corrective actions or recommendations to improve effectiveness, efficiency, productivity, cost-effectiveness and quality of work processes. Reports at least monthly on the financial management of the activities reviewed and audited with plans of action and recommendations for improvement. Advises on and/or performs professional financial accounting duties. Develops accounting procedures and resolves technical problems in executing a computerized integrated accounting system. Monitors and controls by timely recording, coding, balancing and scrutinizing for inaccurate accounts. Reconciles accounts with manual and computer subsidiary accounts. Administers accounting systems designed to track, reconcile, and report on VISN operation and maintenance funding and/or appropriations for which the agency has legislative oversight responsibility. Analyzes cost accounting reports, status of fund reports, and other financial reports for the preparation of summary statements and reports and proposes solutions and alternatives to problem areas. Serves as an expert authority on reconciliation of integrated accounts for a variety of accounting systems. Provides administrative and technical supervision necessary for accomplishing the work of the unit and ensures coordination of work among a variety of independent units to achieve the mission of the VISN. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance, demonstrates and conducts work performance critiques. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests and assures that subordinates are trained and fully comply with the provisions of the safety regulations. Resolve difficult or complex human resource management issues or problems that have regular and recurring requirements for counseling and motivational activities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirements you must also meet the Grade requirement to qualify at the GS-12 level GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: accounting procedures, financial analysis, systems evaluation and supervisory control; planning work to be accomplished, training subordinates, ensuring production and accuracy requirements are met, approving leave and recommending performance standards and ratings; interviewing candidates for vacant positions and recommending appointments, promotions, or reassignments; effecting minor disciplinary measures; developing, coordinating and publishing financial guidelines, directives and procedures; and providing guidance; determining management information requirements; making recommendations; and developing and monitoring financial and operational systems and programs; identifying and acting upon problem areas that may result in changes to existing systems; providing solutions to internal controls and reporting problems; and recommending actions required to improve operating program effectiveness; verifying proper use of funds; and monitoring status of financial activity to preclude or detect violations of government statues or other funding limitations.
