This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for the public to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Operate a Wastewater Treatment Plant which provides the full range of treatment, including that required for meeting National Pollution Discharge Elimination System (NPDES) permit conditions.
Performs operator maintenance on all equipment utilized by oiling, greasing, replacing parts, and adjusting in accordance with TMs, SOPs, manufacturers manuals, and written and oral instructions of superior.
Performs operator maintenance, maintains basic records and logs, trains lower grade personnel, and observes all safety rules and procedures.
Operates comminutor or barminutor, grit removal system, splitter boxes, valves, pumps, collector systems, and primary settling tanks.
Performs tertiary operation functions, utilizing equipment such as: chemical mixing tanks: chemical feed pumps, flocculation tanks with flocculators.
Regulates and controls chemical treatment processes, tests and analyzes sewage and sludge at prescribed points.
Collects samples, runs tests on influent, intermediate stages, and effluent, and adjusts chemical additions according to specified requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- The duties of this position may require the incumbent to be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 lbs.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent to obtain and maintain a state of Maryland Environment Certification for Waste Water treatment Operators Class 4,A within 3 years of appointment to the position.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Wastewater Treatment Plant Operator ~ without more than normal supervision. I have the ability to operate a variety of pumps, valves, gates, feeders, flocculates, clarifying, filters, and other controls and equipment to move waterborne domestic and industrial waste through the various stages of treatment. Performing operator maintenance. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort:
Work requires walking, standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions. Frequently lifts and carries parts and equipment weighing up to 50 pounds; occasionally handles items weighing up to 100 pounds with assistance.
Working Conditions:
Works inside and outside, exposed to dirt, sewage, dust, grease, fumes, and refrigerant gases. Is subject to injury from use of hand and power tools, and to burns, cuts, bruises and electrical shock. May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and SOPs. Works outside and is occasionally exposed to bad weather while loading and unloading vehicle. Is subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading vehicles. Is exposed to the possibility of serious accidents while driving in all types of traffic and weather. Some assignments require wearing protective equipment such as breathing protection; rubberized suits, goggles, or rubber gloves for extended periods.
