This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for the public to recruit and appoint qualified candidates to positions in the competitive service. The position is located in Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C.,

Duties

Maintains knowledge of the Clean Air Act and applicability for Fort Belvoir, research new and proposed regulations. Assists in the preparation and maintenance of Program Plans and Reports. Assists staff with other compliance programs outside the Air Compliance Program. Reviews lab results to indicate and identify the type of pollutant. Assists in the management of permits (permits to operate, permits to construct, Title V permits); record-keeping and reporting (including the Air Emissions Inventory Report and record-keeping and reporting requirements specified in permits)

Requirements

  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually.
  • This position requires a driver's license.
  • This is a Key essential position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirements for General Natural Resources Management and Biological Science Series: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or educational education. In addition to meeting the Basic requirements identified above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience which includes experience related to air quality management, sampling, and regulations; understanding of industrial processes; planning and accomplishing a variety of difficult and complex work assignment involving diverse aspects of environmental protection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11) You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory ComplianceEnvironmental PlanningInformation ManagementProblem Solving
