This position is located in the Veteran's Health Administration (VHA) Office of Integrated Veteran Care (IVC),Office of Integrated Informatics and Analytics' (IIA) reporting directly to the Director of Clinical Informatics and Population Health. This position develops quality monitoring methods and metrics for oversight activities performed by staff in order to provide leadership with information for making decisions on operations. Leadership may assign duties or projects to the Program Analyst.
Duties
The major duties include, but are not limited to the following below:
Coordinates all workflow and assignments, facilitates, coaches and guides IDA's IIA's Program Analysts
Assists with balancing the department' s workload and tasks by monitoring and assigning projects.
Monitors activity for Informatics to assure that quality and timely products are available to management and customers.
Identifies and analyzes data required for use in the management and direction of programs.
Researches and/or analyzes problems, issues, or Program requirements. Researches and/or analyzes unstable program issues.
Performs cost benefit analyses, special audits, workload and staffing projections, and evaluates projects.
Develops management information reporting systems to include graphs, written reports, formal briefings, etc.
Work Schedule: Monday-Friday 8:00am-4:00pm or at the discretion of the supervisor and the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade level position, applicants must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to meeting the time-in-grade requirements as described above, applicants may qualify based on their specialized experience as described below.
GS-13 Grade Level:
Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience include but are not limited to 1.) Develop detailed plans, goals, and objectives for the long-range implementation and administration of projects or programs, 2.) Provide guidance and polices; provides oversight and development of efficient and effective processes and procedures, 3.) Analysis and evaluation of programs and organizational effectiveness ,4.) Performs ongoing analysis, both qualitative and quantitative of all Integrated Informatics and Analytics' (IIA) programs. 5.) Develops performance and quality standards used to evaluate the performance of subordinates 6.) Collects criteria for evaluating the effectiveness of the project or program; and experience utilizing qualitative and/or quantitative methods for the assessment and improvement of both programmatic and project related activities.

There is no educational substitution at the GS-13 grade level for this position.
