Serves as an Accounting Technician for the VISN 6 finance administrative staff and team members, located within the Central Virginia Veteran Affairs HealthCare System in Richmond, VA.
Duties
This is a developmental Accounting Technician position that is being established as a career ladder position to the full performance level Accounting Technician, GS 0525-07. At this level the work will be performed with more supervision and guidance, you will progressively acquire the background necessary to perform at the full performance level of GS-07.
Duties include but are not limited to:
Performs clerical, assistant, or technician level work in support of budget, accounting, auditing, fiscal and/or financial management function.
Performs budget administration support, financial systems support, cash processing or accounting technician work.
Process transactions and verify the accuracy and completeness of the accounting data.
Summarize transactions and prepare control documents or other posting documents reflecting the entries to be made.
Reviews and classifies many types of financial transactions involving the operation of the Medical Center.
Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness, and correctness of account data.
Ensures timely and accurate payments to Veterans and employees for numerous vouchers to include beneficiary travel, compensated work therapy program (CWT), transit benefit, research, continuing medical education, education debt reduction program, Agent Cashier reimbursement & replenishments, patient funds, Settlements and Equal Employment Opportunity (EEO) and Medical Malpractice claims.
Works with multiple services to obtain needed information to process the reimbursement request or voucher for payment received.
Assists with the duties of the accountant and the Centralized Finance Unit to include establishing bills of collection, undelivered orders (UDOs), accrued services payable (ASPs), general post funds, suspense, and standard obligation set-up and maintenance.
Performs research of current accounts, historical data, source documents, etc. to develop and explain information not otherwise readily available within VHA's current systems.
Perform other duties as assigned to accomplish the goals of Fiscal Service and Medical Center as related to accounting or other activities
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing various travel, accounting, budget, or financial management support related duties or assignments to solve recurring problems; Process transactions while verifying accuracy and completeness of the accounting data; Examines, verifies, and maintains financial accounts and accounting data.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with some walking, standing, and bending. Incumbent may be required to and move files/printouts.
