This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Reduction in Force: This position will be impacted by a Reduction In Force (RIF) within the next 3-5 years (subject to change), due to closure of the organization. Impacted employees will be assessed for all eligible Reduction In Force (RIF) benefits should that occur.
Duties
Provide analytical support by analyzing and providing research/budget data for budgetary execution decisions.
Prepare working capital budget schedules for the organization to ensure funding aligns with organization’s mission and maintenance.
Review the budget with the Director for final revisions.
Assist the Director with the biennial budget submission for approval purposes.
Analyze the operating budget to ensure proper distribution of governmental funds.
Track the usage of funds throughout the budget cycle to ensure proper utilization.
Review and edit budgets, actual cost versus proposed estimated cost, and variances submitted.
Edit actual cost versus proposed cost variances for accuracy of budget.
Monitor and provide analysis using various financial systems to include GFEBS, SOMARDS, GCSS-Army, DTS.
Re-allocate funds to support changes in depot mission.
Perform cost benefit analysis or program trade-off analysis to determine an alternative method of funding for budget request.
Review accounting documentation for the organization to ensure proper fund control.
Prepare utilization reports for the organization for submission to Major Subordinate Command (MSC).
Brief the command group on budget request and budget re-allocations in timely manner.
Transfer funds to accounts to ensure coverage of depot expenditures.
Review all cost transfers for installation maintenance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes demonstrated experience: Preparing budget estimates; monitoring budget accounts to ensure funds are available; AND utilizing financial systems, such as General Fund Enterprise Business System (GFEBS) to create reports and pull statistical data used to analyze expenditures for budget formulation and budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Finance, or Business Accounting (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
