Duties
Office of Chief of Artificial Intelligence Officer Overview
The Office of Chief of Artificial Intelligence Officer (CAIO) is responsible for providing Agency-wide leadership and direction relative to coordinating the FHFA's use of artificial intelligence (AI), promoting AI innovation, managing risks from the use of AI, and leading effective AI governance in accordance with Executive Order 14110 (Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence) and other applicable Federal statutes, directives, and regulations.
The Senior Data Scientist (AI Program Manager) plans and carries out comprehensive project plans pertaining to AI initiatives, including work plans and risk management processes; synchronizing cross-functional teams to execute AI projects; and partnering with internal and external resources to ensure necessary expertise and tools are available.
Major Duties & Responsibilities
Conduct analytical studies of systemic and project-related issues and initiatives to assess the efficiency/effectiveness of project implementation; identify potential risks and develop mitigation strategies to address them.
Proactively address issues and roadblocks that may impact project success, including resource requirements necessary to accomplish the project; confer/negotiate with appropriate officials to ensure needed resources and support are available.
Analyze areas where current processes or policies are lacking, insufficient, or in conflict with other existing processes/policies; prepare appropriate memoranda, issuances, or guidelines; advise management as to their merits and need for adoption.
Develop and maintain the Artificial Intelligence/Machine Learning (AI/ML) Steering Committee Charter and supporting processes and standards, as needed.
Partner with the CAIO, Committee Chair, and workstream leads to develop the AI/ML Steering Committee priorities, meeting schedule, and agenda, and assemble meeting materials.
Provide strategic advice and counsel to managers and executives on all Agency activities, including the full range of impact-and-implementation aspects of the project.
Establish policies, plans, and processes to facilitate full integration of initiatives/projects across organizational lines and functions.
Partner with the CAIO, Committee Chair, and workstream leads to develop the AI/ML Steering Committee priorities, meeting schedule, and agenda, and assemble meeting materials.
Coordinate with other Federal agencies on AI/ML, as needed, to support the work of the committee.
Create and maintain an AI project roadmap, prioritizing initiatives based on impact and feasibility. Ensure work plans are consistent with both legislative requirements and Agency goals and objectives.
Establish policies, plans, and processes to facilitate full integration of initiatives/projects across organizational lines and functions.
Continually review/reassess strategy blueprint and promote key adjustments and modifications based on consultation with Agency executives, senior managers, and key stakeholders.
Perform other duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with one or more of the statements described below.
Examples of specialized experience include:
Working with AI/machine learning tools and techniques, including Generative AI models.
Managing projects, including planning, execution, and evaluation.
Applying Agile methodologies or similar frameworks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
