This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T), Office of the SAFETY Act Implementation.
The Program Manager is responsible for planning and conducting broad management and program analysis; providing advice regarding program activities and operations; and leading others when performing these tasks. Program Manager will be responsible for efforts with scope and effect have agency-wide or government-wide impact.
Duties
As a Program Manager, GS-0340-14, your typical work assignments may include:
Evaluating program, advising management and performing analytical work utilizing methods and techniques to oversee projects, such as applications from entities seeking SAFETY Act protections.
Overseeing the planning, execution and governance of programs and their related projects to meet the
customers' needs and the successful delivery of the programs' output/product.
Being responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project, and or leading others performing these duties.
Identifying program, project and technological changes to facilitate projects, enhance cost-effectiveness, and optimize fulfillment of customer needs, and directs and coordinates implementation of these changes.
Directing and conducting costs analyses for projected activities to optimize use of resources and for budget planning purposes.
Reviewing, advising on, and conducting complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
Serving as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Formulating and delivering complex information (e.g., presentations, briefs, etc.) in written and oral form to leadership, management and other internal or external stakeholders that required analytical, strong communication skills and technical acumen.

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
(1) Providing technical leadership and direction in specific research areas of intelligence collection, operations research, data analytics, human and behavioral sciences, sensor and sensor systems, and modeling. (2) Planning, coordinating and evaluating solicitations for grants and contracts for research projects in support of the mission. (3) Developing and implementing plans consistent with financial resources and requirements for procurement. (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.)
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
