You will serve as the Deputy Commander for U.S. Naval Forces South (USNAVSOUTH)/U.S. Fourth Fleet (FOURTHFLT) and be located at USNAVSOUTH/FOURTHFLT headquarters, Naval Station Mayport, Jacksonville, FL.

Duties

You will develop and direct implementation of the overall strategic plan to shape USNAVSOTH/FOURTHFLT to carry out assigned missions. You will foster high performance by fleet operators from deploying forces in integrated operations. You will exchange advanced knowledge and theories with recognized senior experts in a variety of national security related disciplines. You will promote rapid delivery to Fleet operators of selected new unmanned technologies and associated Concept of Operations through aggressive support of fleet experimentation. You will interact with Flag Officers and SES to include frequent presentations and discussions with the Commander, Chief of Staff and MOC Director. You will plan, schedule and coordinate staff work with other internal and external organization supervisors. You will lead and manage a high-tempo, operational environment including crisis action planning and execution in support of the continuous requirement to real-world contingencies/crises. You will make decisions based on multiple levels of input and analysis, to include joint and congressional interface. You will represent USNAVSOUTH/FOURTHFLT at various senior level forums to coordinate and implement USNAVSOUTH policy planning and development.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of naval and joint requirements, resource and acquisition processes and the naval and joint doctrine processes, to include knowledge of key Joint and JFMCC warfighting concepts. 2. Expert knowledge of naval warfare forces, tactics, sensors, weapons, and training tools. Knowledge of naval Strike Force, Strike Group and theater operations. 3. Knowledge of national and naval strategic papers and experience applying precepts of these documents to policy and planning initiatives, or equivalent experience. 4. Ability to plan, direct, and coordinate broad near and long-range goals to expedite the transition of program development into operations, both naval and joint arenas.
