Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Regional Senior CPD Representative, you will:
Serve as a member of a CPD Program Management Team within the Regional Field Office, reporting to the Regional CPD Director. Position duties may be relevant to any or all formula and competitive CPD programs, cross-cutting requirements, and Secretarial Initiatives, including (but not limited to) the following programs: Community Development Block Grant (CDBG); Home Investment Partnership (HOME); Section 108 Loan Guarantee; Homeless Assistance for Persons With AIDS (HOPWA); Continuum of Care (CoC); Emergency Solutions Grants (ESG); any new or evolving programs which may be instituted by the Department and assigned to CPD for administration and management; and more.
Provide an expert level of understanding of CPD programs and HUD procedures, including analysis and oversight.
Use extensive knowledge of the Department's legislation, regulations and policy directives to provide information, advice and technical assistance to HUD staff and HUD grant recipients, including elected officials, Chief Executive Officers, senior level staff, managers and other officials at the city, county or State government levels, private-not-for profit and the private business sector. These responsibilities require the incumbent to possess considerable communication, problem solving, and negotiation skills, a thorough understanding of CPD programs, the ability to identify trends in grantee performance, and the ability to translate administration policy goals into effective implementation strategies.
Serve as an expert-level resource on their Regional Management Team, as it represents CPD throughout the designated jurisdiction. This may include written and oral response to inquiries or requests from grantees, other HUD partners, the general public, and/or state/local officials regarding HUD programs and program initiatives.
Proactively identify training and technical assistance opportunities. These duties may be undertaken on an individual basis or may include the development and execution of workshops or training for HUD and/or grantee staff. They are expected to identify and organize technical assistance services aimed at improving grantee performance.
Qualifications

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Serving as an expert-level resource on their team; this may include written and oral response to inquiries or requests from grantees, other partners, the general public, and/or state/local officials; AND
-Advising, assisting, and training staff as well as local community officials, non-profit or for-profit entities, consultants, or contractors on program requirements and implementation; AND
-Meeting community development, affordable housing, and homeless needs in a comprehensive, consolidated manner; AND
-Analyzing of reports, system data, and other metrics related to grantee, office, and regional performance.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Serving as a resource on their team; this may include written and oral response to inquiries or requests; AND
-Advising, assisting, and training staff; AND
-Meeting community development, affordable housing, and homeless needs; AND
-Analyzing of reports, system data, and other metrics.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
