The position is located at the Department of Veterans Affairs in San Juan, P.R. The primary purpose of the position is to serve as a team member with the professional staff in the planning, execution, and daily operation of an active, dynamic, ongoing library program with overall responsibility for the Health Sciences Library. This position handles the entire technological area within the library as well as new technologies.
Duties
Duties consist of the following, but are not limited to:
Responsible for conducting the required market surveys to select the best bibliographic materials print or electronic resources available based on the government needs.
Maintains the documentation required for all contracts for the time frame established by VA and VHA regulations.
Create courses and classes, enters students, and performs any related duty.
Resolve problems with overdue books, circulation, damaged materials, and loss of materials personally noted.
Process all library materials to Include, as needed, spine label, card, card pocket, shelf list card, Identification stamps or labels and book covers.
Respond to customer complaints, explain regulations and policies. Tabulate statistics required for annual reports.
Manage library stacks and shelving.
Insure that all materials are in correct order and neatly maintained. for missing materials noted personally or reported by assistants, or volunteers.
Prepare and submit the required procurement package documentation to the Office of Contracting.
Conduct the required market surveys to select the best bibliographic materials print or electronic resources available based on the government needs.
Responsible for timekeeping for the service, and support the Library Chief in the supervision of time cards for the service.
Responsible for the daily posting of attendance and leave information.
Identify employees who have leave requests pending.
Submit on-time the time and attendance data to ensure completeness prior to certification.
Receive and process materials such as correspondence, electronic mail, reports, memoranda, requests, and other forms of written communication in both Spanish and English.
Provide general office supply and equipment support services such as: obtaining standard office supplies and services, justifying the full range of services or answering questions concerning policies and procedures related to support office services in an ongoing basis.
Coordinate the acquisition of materials for the administrative collection such as Coding Books and Joint Commission resources among others.
Responsible tor accomplishing budget execution functions to ensure that expenditures are consistent with the budget plan as the fiscal year progresses.
Present recommendations for improved administrative process.
As a purchase card holder and COR (Contracting Officer Representative) the incumbent will order materials, load purchase orders into the online business system (VISTA) and follow the process through to payment and receiving.
Process new acquisitions and enters cataloging records into the integrated library system.
Engages in vendor communication to monitor orders, processing problems and discrepancies.
The incumbent understands and applies VA policies and regulations related to acquisition, and purchasing, credit card, and time kipping.
He/she is accountable for keeping updated records and files as to demonstrate compliance in regulations, as could be expected buy unplanned audits.
Independently performs all aspects of library acquisitions support.
Staff the library services circulation desk. Provides customer service technologies and clerical skills through direct assistance or accurate referrals, as appropriate.
Assists patrons in all libraries locate appropriate and requested items.
Facilitates user access to new information sources and technologies.
Assists the Medical Sciences Librarian in collection development and promotion of the Patient Education Resource Center (PERC).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Quality Ranking Factor:
Experience applying knowledge, principles, theories and practices of a library technician applied to the medical field in a large healthcare facility.

Knowledge and experience with Library Programs in a complex healthcare facility.
Selective Placement Factor:

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Hands on experience withthe Health Science Library's interlibrary loan program, serials management, and maintenance of the circulation system; Manages the integrated library system (ILS) and contacts Information Technologies (IT); Track and report software upgrades, data separation, equipment, and database maintenance, systems backup, report
generations, equipment modifications and replacements, privacy concerns; Provides on the job automation and system training for library staff; Conducts annual inventory of computer equipment and software; Responsible for all aspects of computer and technical services and systems operated by the library; Evaluates user requirements for data and automated systems; conducts surveys and studies; Maintains current statistics and logs of operations, patron usage, vendor calls, service visits, system malfunctions; Conducts annual inventory of computer equipment and software; Maintains library's serial collection (magazines & newspapers); Assists Medical Sciences Librarian in all aspects of the specialized reference program. Provides technical and other assistance to the Medical Science Librarian in completing reference and research support; Independently performs all aspects of library acquisitions support. Perform a variety of technical and administrative tasks to support the purchase of library materials, including ordering print, audiovisual, and other resources as requested.
