This position is located in the state office, United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS). NRCS exists to aid agricultural producers on working lands with conservation planning and application and may provide additional resources. Duties
Maintains a process to track, analyze, and report access control management.
Analyzes administrative program functions, processes, and data to determine the effectiveness, efficiency, and accountability of programs and work operations in the State.
Works with the Procurement and Property to monitor, analyze, and coordinate state leasing activities which includes state office, area offices, and field offices.
Works in conjunction with the ASTC for Management and Strategies as the State level contact for Freedom of Information Act (FOIA) requests and maintains operating processes for responding to requests.
Supports the Financial Resources Specialist by providing supportive documents, analysis, and feedback for auditing initiatives to track and ensure agreements meet quarterly accrual requirements.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below and General restrictions on time after competitive appointment.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-7 grade level for consideration for the GS-9 grade level and one year at the GS-9 grade level for consideration for the GS-11 grade level).
For the GS-9 level: To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include Performing assignments, projects or studies related to administrative business operations and programs; Providing administrative management support based on knowledge of mission and function, goals and programs; Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives.

Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B., or J.D., if related.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
For the GS-11 level: You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of specialized experience include: Performing assignments, projects or studies related to administrative business operations and programs; Providing administrative management support based on knowledge of mission and function, goals and programs; Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; Providing training to staff on analytical methods using data and technical tools.

Education Substitution: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree.

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
For GS 12 level: You must possess a least one year of specialized experience, equivalent to the Federal GS-11 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: applying management principles and analysis techniques to identify and evaluate program operations and service delivery. Examples of specialized experience include: Applying qualitative and quantitative methods and techniques to design and conduct studies to assess and improve program operations and procedures; analyzing and measuring program effectiveness and productivity; and applying knowledge of administrative operation to evaluate program activities for optimum utilization of resources for service delivery.
