The primary purpose of this position is to perform masonry and cement finishing work in constructing, installing, maintaining, repairing, and modifying structures and items requiring close tolerance fit, structural soundness, fine finishes, and decorative effects.
Duties
Visits worksite and examines, evaluates, and determines damage when planning repair and modifications and make changes to job layout based on site inspection of job. Maintains records and documents actions.
Lays bricks, firebricks, cinder and cement blocks, glass blocks, tile, terra cotta, and artificial and natural stones in straight, horizontal rows, and circular smokestacks. Constructs windowsills, lintels, and arches maintains tolls and equipment.
Removes concrete using buggies, wheelbarrows, or shovels. Builds and sets forms and installs concrete joints and reinforcing material, such as steel or wire to obtain maximum strength.
Computes concrete requirements and operates a cement mixer to mix and prepare concrete ensuring that proper amount of cement, sand, stone, and water are used.
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Follows federal and state rules a when storing using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards.
Operates bulldozer to cover materials dumped at sanitary fill; to excavate for dead animal pits, wood pits, paper and other pits; to blade dirt out of diversion ditches for various other projects.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Structural and Finishing Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability to do the work of the position without more than normal supervision.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA)
Knowledge of masonry methods and techniques; the methods, sequences, and techniques of cement work; and the techniques and procedures of brick, block, and stonework.
Knowledge of safety regulations, practices, and procedures; safety and environmental standards and requirements; and regulations, procedures, and policies related to records maintenance and documentation.
Skill in constructing, installing, repairing, and modifying structures; setting cement forms in curved and straight lines; cutting and shaping brick, block, and stonework to complete comers; and performing decorative brickwork through placement of brick of different colors to create various designs and patterns.
Ability to use and maintain power tools, hand tools, and related equipment; and produce finished products with precise fits, accurate dimensions, structural soundness, and finished appearance.
Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Effort: Employee is frequently required to perform heavy lifting up to 90 pounds in carrying bricks, block, stone, mortar, cement. and sand. Employee is continually required to stand while working and must frequently climb ladders and scaffolds. When performing cement work, employee is frequently required to perform heavy lifting up to 100 pounds and requires extensive standing, walking, kneeling, and bending.
Working Conditions: Works inside shops and outside at job sites. At job sites, may be exposed to a variety of weather conditions and is subject to danger of falling when working from ladders and scaffolds and subject to cuts, bruises, and contusions. Uses protective devices, such as hard hats, safety shoes, safety glasses, respirators, and gloves. Employee is also exposed to dust arid dirt while mixing mortar and while handling various masonry materials.
