You will serve as a MANAGEMENT ANALYSIS OFFICER in the MANPOWER PLANS & BUSINESS PLCY (N12) DIVISION of BUREAU OF MEDICINE AND SURGERY.
Duties
You will develop programs, processes, applications, and procedures that support Manpower and Personnel in the BUMED Budget Submitting Office (BSO-18).
You will make decisions on manpower resource requirements and allocations for major projects and programs
You will administer the Manpower and Personnel resource process for BUMED activities worldwide.
You will serve as principal staff advisor to the Director, Manpower and Personnel (Nl) regarding manpower programs
You will develop and present Navy Medicine's Manpower and Personnel Human Resources requirements and related financial resources
You will direct Manpower and Personnel structure planning and programming for Navy Medicine
You will develop strategies for solving complex manpower management problems that have DoD, Navy-wide, and BUMED significance.
You will serve as the primary point of contact and subject matter expert for higher authority, organization leadership and BUMED field activities on matters related to Manpower and Personnel reporting.
You will exercise direct supervisory control of all personnel assigned to the N12 department to include officers, enlisted and civilian staff.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience directing manpower and personnel management functions and operations
Experience managing projects involved in developing, executing, and evaluating manpower distribution programs
Experience coordinating planning, programming, and budget actions related to manpower and personnel allocations
Experience utilizing automated operating systems to analyze manpower and personnel programs
Experience interpreting and explaining the impacts of manpower programming and execution legislation to senior leaders
