This position is in the Safety, Health, and Environmental Office of Yosemite National Park, CA. Yosemite National Park attracts approximately 4.7 million visitors annually. The park is large, and operations are extremely complex, with 6 operational areas spread over 1,169 square miles. Park staff, approximately 800 NPS employees and 1,300 concession employees, live and work in remote and challenging conditions.

Duties

The incumbent reports to the Safety and Occupational Health Manager. The Safety Program is part of the Office of the Superintendent and reports to the Deputy Superintendent. The Industrial Hygienist is responsible for analysis of workplace hazards, and the formulation, recommendation, and implementation of measures designed to eliminate, or control identified hazards. Serves as the principle advisor and subject matter expert on all industrial hygiene issues in Yosemite National Park (YOSE). Plans and accomplishes various industrial hygiene activities, including the development and evaluation of work plans for industrial hygiene monitoring and health-related assessments conducted at YOSE. Perform Industrial Hygiene consulting services to YOSE employees. Communicate technical Industrial Hygiene related materials, reports, data, and information to all YOSE employees, concessionaires, and contractors. Provides instructions and training to YOSE park staff and partners. Act as a Contracting Officer's Representative (COR) in managing contracts related to industrial hygiene monitoring and health related assessments, environmental monitoring, etc.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. Basic Requirements: Individual Occupational Requirements (IOR) The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. AND In addition to the above basic requirement above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications requirements listed below by close of the announcement: Minimum Qualifications: Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting most types of industrial hygiene studies to develop new sampling or control methods, and to provide subject matter expert advice to agency, park and contractor personnel in a broad range of industrial hygiene matters (e.g. lead, asbestos, indoor air quality, hearing, chemical and biological hazards, and radiation). You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Interagency/Career Transition Assistance Plan: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP.
