This position is located within the Community Activities Division, Morale, Welfare and Recreation Department of Naval Submarine Base, Kings Bay, Georgia. The incumbent is responsible for daily operations, programming, administration, safe operation, custody, and maintenance of the Eagle Hammock RV Park.

Duties

MAJOR DUTIES A. Supervises flexible employees and contract staff. Responsible for all personnel practices e.g., employment, work schedules, discipline, evaluation, counseling and training. Ensures all personnel actions are free from discrimination and supports DON and local EEO policies or directives. Prepare accident or illness reports on employees for submission to Personnel Office and Safety Office. In addition, supervises contracted staff. This encompasses the completion and signing off of an Agreement for Services of Contract Staff contract orientation, training and work evaluation. Provides technical direction and guidance as needed. B. The incumbent assists in the development of a comprehensive program for the RV Park that includes scheduling, organizing, publicizing, directing, and evaluating both recurring and nonrecurring activities. C. Plays a key role in coordinating special events and joint community programs that ensure effective use of facilities and other resources. D. Promotes facilities and programs to a diverse, mobile population within the military community. E. Prepares accident or injury reports involving patrons for submission to the Operations Director. Monitors patron safety by inspecting facilities and equipment on a daily basis. Ensures cleanliness of facilities and overall condition of equipment. F. Initiates the annual operating budget for the RV Parks, for submission to the supervisor. Budget requests are based on a needs assessment of population served and include projected payroll, awards, training, travel, equipment, supplies and maintenance/upkeep of facilities necessary to support programs. G. Ensures established internal controls are maintained to protect cash resources, minor property, fixed assets, supplies, records, and other government resources. H. Incumbent's presence required when fire, safety, security and sanitation inspections are conducted. Submits to Supervisor remedial action, as applicable, to correct deficiencies. I. Ensures that an adequate inventory of supplies, safe tools and equipment. Resolves complaints and solicits feedback to improve quality of service provided. J. Evaluates on a continual basis, the overall program, and submits recommendations to the Operations Director. K. Occasionally required to coordinate, supervise, lead and evaluate patron programs as designated by the supervisor. L. Performs other duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be a current CNIC MWR employee aboard Naval Submarine Base Kings Bay.

Experience must demonstrate the following: A degree in Recreation or related field from an accredited college or the equivalent in work experience. Must have acquired appropriate experience and training which clearly shows that the incumbent possesses the necessary skills, knowledge and ability to perform the duties of the position. Possess managerial, administrative and technical skills necessary to accomplish the mission of the program. Functions include supervising others, division budgeting, programming, financial processes, monitoring of equipment needs, facility expansion or replacement requirements, etc. Knowledge of the recreational vehicle community and culture, including current industry standards and trends. Knowledge of the Navy's goals, philosophy, principles, techniques and methods of procedures used in organizing, planning, administering and conducting indoor/outdoor recreation activities. Knowledge of the scope of activities and their suitability for individuals, groups and age interest. Possess managerial and administrative skills necessary to accomplish the mission of the program, including an in-depth knowledge of all aspects of the culture and community. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
