About the Position: The Directorate of Human Resources provides the installation community with essential support services to enhance the quality of life for those who work, live, and raise families on post and in the surrounding communities.

Duties

Serves as the system administrator, installation technical expert, and trainer for IPPS-A for all USAG and tenant activities on Fort Detrick Working independently and exercising expert judgment, reviews, examines, evaluates, and analyzes Department of the Army regulations, publications, and to determine impact on current policy and/or work procedures and applicability. Maintains knowledge of military personnel programs (i.e. records accountability/maintenance, personnel actions, in/out processing, reassignments, separations, unit administration, etc.). Provides leadership an accurate evaluation and assessment of installation service quality against established Army standards as well as the cost to provide the service. Types a variety of narrative and tabular materials into final form, such as correspondence, email messages, and many various orders. Responsible as the subject matter expert (SME) for all future releases of IPPS-A, this includes training, fielding, testing and integration. Maintains contact with Human Resources Command (HRC) and higher Headquarters on changes/updates to the system to ensure proper processing of data. Serves as the Subject Matter Expert (SME) on all training for USAG and tenant unit Soldiers, Civilian employees, and contractors with the IPPS-A program. Advises and assists individuals in determining which documents to be forwarded for inclusion in Interactive Personnel Electronic Records Management System (iPERMS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position has been designated "Mission Essential".
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

(1) Position may be filled as a term appointment NTE 6 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years . (2) Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Specialized Experience: One year of specialized experience which includes:(1) Experience utilizing military personnel systems, such as, Integrated Personnel and Pay - Army (IPPS-A), military Human Resources Information Systems (HRIS), and Electronic Military Personnel Office (eMILPO);(2) Experience providing training to customers regarding Military automated systems; AND(3) Experience performing Human Resource military personnel actions, such as, records accountability/maintenance, personnel actions, in/out processing, reassignments, separations, unit administration. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceHR Information Systems ApplicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
