About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.
Duties
Provides advice as to how proposed key points for speeches and other primary communications are likely to be viewed by intended audiences (e.g., the national press, political strategists, foreign partners, and foreign adversaries).
Also advises on how particular communications will be viewed as part of the Command’s efforts over time to foster understanding of and support for mission and objectives.
Draws on well-informed personal knowledge of and insights into the Commander’s and Executive Team’s objectives and priorities for the Command’s programs and operations and identifies and extracts source material.
When SME contributors or reviewers disagree as to the nature of information that should be conveyed or the positions the Commander should espouse, leads, and facilitates discussions to further investigate.
Also identifies the need for and elicits inputs from cognizant managers and appropriately skilled subject matter experts (SMEs) throughout the Command and the DoD cyberspace program community.
Develops speeches and other communications products in final forms, assuring consistency with the speaker’s personally preferred formats (e.g., font size, paragraph spacing, notations as to emphasis).
Coaches' presenters on presentation methods for in-person events, including fostering their ability to response to queries and challenges in real time by assuring presenters’ ability to make use of prepared materials.
As requested, attends presentations to provide last-minute support, including that needed to address rapidly changing events and information requirements.
Contributes such insights to Legislative Affairs and Public Affairs Office (PAO) planning and program assessment.
Provides additional explanation of requirements and relevant policy/process directives and facilitates coordinated action among participants.
Identifies apparent deficiencies and/or anomalies in data, and contacts initiators to resolve them before they affect achievement of milestones.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. TDY may be up to 10%
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
One year specialized experience would be demonstrated by: 1) Identifying and reviewing appropriate sources of information to be used in public communications (i.e. speeches, memos, presentations, etc); 2) Drafting and editing various forms of written and verbal communication; 3) Advising staff on key information for speeches and other communication; 4) Analyzing data to determine the appropriate response to inquiries.
