About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.
Duties
Logistics Support Requirements Analysis, Planning, and Management: Analyzes and defines logistics requirements essential to support the worldwide operations of USCYBERCOM Headquarters.
Coordinates and negotiates with national-level organizations, federal agencies, Combatant Commands (CCMDs), and military services to obtain resources for the effective accomplishment of USCYBERCOM mission.
Provides analytical findings and recommended courses of action (COAs) to inform and support management-level decisions on complex logistics issues.
Confers with on-site CCMD logistics teams to identify and resolve case-specific issues requiring urgent and often time-sensitive attention.
Advises logistics planners from external organizations on USCYBERCOM policies, processes, and lessons learned to optimize their actions in support of joint/interagency actions.
Safety and Occupational Health Manager: As the USCYBERCOM Headquarters Safety and Occupational Health Manager, plans, directs, coordinates, and evaluates a 24-hour safety and occupational health program.
Plans and schedules periodic safety inspections of Command space and facilities, and provides advice and guidance to supervisors, safety representatives, and Command personnel.
Investigates and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements. Prepares written evaluation reports concerning findings.
Represents the Command as an actively participating member of working groups tasked by higher authorities to provide inputs to policies, standards, and programs relative to safety and occupational health.
Initiates and carries out safety education activities, advocates safety awareness, coordinates motorcycle safety courses for employees, and prepares brochures and newsletters to promote seasonal and office safety.
Property and Procurement Management: As a part of a comprehensive logistics support program, provides property management and procurement functions, including maintaining accountability for information technology (IT) assets.
As necessary, interprets and applies governing federal and DoD guidance regarding management of accountable property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. TDY may be up to 10%
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
One year of Specialized experience would be demonstrated by: 1) Analyzing logistics strategies and plans for cyberspace operations; 2) Advising logistics planners on policies and processes; 3) Evaluating safety and occupational health programs to ensure compliance within the agency.
Education
