This position is part of the WAPA-UGP-Upper Great Plains. As a Public Utilities Specialist (Customer Service Representative) Recent Graduates, you will perform duties in a developmental capacity providing customer service to WAPA's customers, interacting with customers on site visits and learning utility customer's needs. **This is not a remote position. The selectee will be required to be physically present at the Bismarck, North Dakota duty location.**

Duties

As a Power Utilities Specialist (Customer Service Representative) Recent Graduate, some of your duties will include: Provide excellent customer service to WAPA's customers, interacting with customers on site visits and identifying utility customer's needs and resolving issues. Implement customer service programs that assist our customers in maintaining familiarity with Western Area Power Administration (WAPA) and in meeting the requirements of the Energy Policy Act. Represents WAPA with various customers, customer groups and other stakeholders using a variety of computer software or programs, i.e. Microsoft Word, Excel, PowerPoint. Provide assistance in developing, coordinating, and administering contractual arrangements to carry out power marketing policy in the Upper Great Plains Region. Participates in teams organized to address special power marketing initiatives. Assist in the development, review, and negotiation of complex power marketing contracts. Assist in providing internal and external customers with information and direction in the implementation of customer facility changes. NOTE: This is a developmental position with full promotion potential to the GS-12. Selection may be made at the GS-07 or GS-09.

SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government. To qualify for the GS-07: Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-5 grade level or pay band in the Federal service. This experience includes all the following: Providing internal and external customer service to clients regarding agency processes, requirements, schedules, or billing issues. Assisting higher-graded staff with developing, coordinating, and administering contracts. Using Microsoft Office Word, Excel and PowerPoint. OR SUBSTITUTION OF EDUCATION: One year of graduate level education or Superior Academic Achievement (S.A.A). Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. OR COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of education and experience to successfully perform the duties of the position. NOTE: The total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. To qualify for the GS-09: Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-07 grade level or pay band in the Federal service. This experience includes all the following: Assisting higher-graded staff with contracts and preparing for meetings and conferences. Responding to customer inquiries regarding to legal requirements, equipment ownership, scheduling, accounting, and billing procedures. Using Microsoft Office Word, Excel and PowerPoint. OR SUBSTITUTION OF EDUCATION: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of education and experience to successfully perform the duties of the position. NOTE: The total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To be eligible for the Recent Graduate program you must be a:

Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Students who within four (4) monthsof the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.

Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
