This position is part of the Department of Energy, Office of the Chief Information Officer, Acquisition Management Office. As a Senior Support Services Contract Analyst, you will manage the information system support services contracts that provide a wide range of IT systems, data processing, and telecommunications support services to DOE program, field, and staff offices.

As a Senior Support Services Contract Analyst, you will:

  • You must be a United States Citizen.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is not included in a Bargaining Unit.
  • Contracting Officer's Representative (COR) Level III certification is required within two years on appointment to the position.

Qualifications

GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following: Evaluating contractor performance, work scope changes, cost controls, or award fee functions per the contract. Coordinating support service requirements to ensure that acquisition solutions are utilized that meet the support service needs of the customers. Administering acquisition procedures that comply with Federal and departmental acquisition regulations and policies. Analyzing issues pertaining to scope of work or assignments to negotiate satisfactory resolutions. GS-15 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following: Providing guidance to contractors to assure compliance with program or contract provisions, as well as federal regulations or procedures. Developing performance base Statements of Objectives, surveillance plans with quality measures, or contractor performance evaluations. Providing advice to management officials on the deployment of acquisition solutions to meet Strategic Planning requirements. Establishing acquisition procedures that comply with Federal and departmental acquisition regulations and policies. Education cannot be substituted for experience at the GS-14 or GS-15 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
