•    The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in  Office of Elementary and Secondary Education (OESE), School Choice & Improvement Programs (SCIP), at the U.S. Department of Education (ED) in Washington, DC.  The incumbent functions as a senior Program Manager, and is responsible for managing and directing a multi-functional organization.  

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 50 applications received and will close at 11:59PM Eastern Time on the day that we receive the 50th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Program Manager, GS-0340-15, you will be responsible for:•  Providing expert advice, guidance, and consultation to senior management officials on the program areas and initiatives of the organization.•  Exercising significant responsibilities in dealing with officials of other agency organizations, and in advising senior management officials.•  Managing and directing a multi-functional organization involving complex and challenging programs and projects that cross organizational lines and technical disciplines and affect multiple organizations.     •  Supervising, directing, coordinating, and overseeing the programs, functions, and initiatives performed by a staff of subordinate supervisors or team leaders and the professional, administrative, technical, and support staff of the organization.

Requirements

  • Relocation will not be paid.
  • Males 18 and over must be registered with the Selective Service.
  • May be required to successfully complete a one-year probationary period.
  • You may be subject to serve a one-year supervisory probationary period.
  • Must be a US Citizen
  • Must complete a Background Investigation and Fingerprint Check.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.  Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of  three (3) of the following duties or work assignments:1. Experience working closely with organization senior leadership to develop and execute strategic goals and targets.   2. Experience overseeing, managing, and directing key agency or organizational programs that are essential to accomplishment of the agency mission objective.3. Experience interpreting education related laws and regulations to ensure effective service and support to internal and external customers.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.  Knowledge of laws, regulations, and initiatives applicable to the administration of one or more important education programs.2.  Skilled in effective oral and written communications. 3.  Ability to lead teams, manage and delegate work processes, and lead collaboration with internal and external partners.4.  Skilled in effective project management.
