THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FUEL DISTRIBUTION SYSTEM WORKER (Ground Support Only) (TITLE 32), Position Description Number D2711000 and is part of the NC ASO, National Guard (ASO-AASF #2/ Manning Document 4142-127/ 129).

Duties

As a FUEL DISTRIBUTION SYSTEM WORKER, WG-5413-10, you will receive, store, transfer, and distribute bulk petroleum products and provides oversight to lower-graded employees. Validates documentation and fuel received from incoming shipments for proper identification of fuel and examines cargo for proper seals, safety regulations, and environment control systems. Connects grounding wire and hoses and activates pumps, valves, and gages during pumping operation. Takes temperature reading, determine American Petroleum Institute (API) gravity and converts volumes of fuel at standard temperature. Ensures gage, scale, and/or meter readings, amounts of fuel received and issued, and fuel invoices are kept on file. Reports any defects, shortages, or overage in shipments to the supervisor. Performs preventative maintenance checks and services on the fuel distribution system, including lubricating pump bearings, changing strainer filters, and adding anti-algae and other additives to fuels, and obtaining and scheduling required system maintenance tests or repairs. Performs daily visual inspections of fuel facilities to inspect for leaks in storage tanks, surplus fuels, and pollution or fire concerns. Check for proper lighting, fence, and locking systems on a regular basis, as required by Defense Logistics Agency-Energy (DLA-E). To ensure that fuel facilities satisfy minimal criteria, coordinates with the Facility Engineer on necessary safety, fire, and environmental control regulations and procedures. Conducts daily clean-up of storage sites, equipment, and tools. May be appointed as the Responsible Officer per DLA requirements. Accounts for all fuels that are received, stored, and distributed. Performs daily, weekly, and monthly inventory of fuels. Prepares the monthly bulk petroleum account summary in accordance with regulations. Prepares and maintains logs and records to keep track of incoming and outgoing petroleum products, daily fuel requests, and the amount of fuel consumed by each user unit. Calculates the cumulative usage and expense accounting records for each training organization. Provides guidance to the USPFO and unit representatives on fuel allocations, costs, account balances, and availability. Monitors and restricts or prohibits the issuance of fuel to units that have reached their account limits. Prepares and maintains standing operating procedures (SOP's) pertaining to fuel and modifies to local forms as needed. Serves as the physical key keeper for all petroleum supply responsibilities, including service stations. Prepares and updates the petroleum supply section of the training site's mobilization plan. Analyzes prior fuel consumption records from visiting units to prepare forecast fuel requirements and budget estimations for upcoming fiscal year, to include the information provided by the United States Property and Fiscal Office (USPFO) regarding each national guard unit's monetary allocation. Converts monetary allocations to gallon amounts and schedules fuel orders through a negotiated contract with vendors who provides delivery that are scheduled to ensure adequate stock level is available when needed. Draws fuel samples for testing. Submits packaged lubricant samples for laboratory analysis on a regular basis. Mixes or directs the mixing of fuels to increase flashpoint or purity level based on scientific results. Performs additional test for laboratory analysis to assess operating conditions such as filter condition.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: Enlisted (E6 and below) Minimum Requirements: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE: Experience or training pumping gasoline, oil, jet fuel, or other similar products, handling lines and hoses at dock operations, and measuring fuels as they are received, stored, transferred, or loaded into equipment. Experience operating one or more relatively routine work stations and demonstrating skill in manipulating a few controls to regulate the flow of the liquids in a safe and efficient manner.
