You will serve as an Engineer in the Combat Systems Trainers Branch of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13.

Duties

You will perform computer software requirements development, software development, modeling, test and evaluation and analysis supporting the role of the Attack Center Trainers Lead Project Engineer. You will be responsible for the development of integrated computer systems to provide innovative simulations/models, analysis, display information, creation of tools to assist in developing, modeling, or analyzing systems program requirements. You will be responsible for the development of written plans and presentations of technical findings including cost and schedule. You will be responsible for the technical aspects holding team members accountable for task execution including technical execution reflected in quality of deliverables, adherence to budget and schedule. You will be responsible for the development of project risks and associated mitigation plans; analysis and documentation of requirements, modeling, software, system interfaces. You will be responsible for the development of documentation for combat system simulation/emulation upgrades; and troubleshooting of deliverables per sponsor and/or fielded reported issues. You will set project planning expectations with team members and provide planning, consistent with customer requirements, to the functional area lead. You will be responsible for the development of project risks and associated mitigation plans, analysis and documentation of requirements, modeling, software, system interfaces.

  • FOR 1550-04 Series Only: This is a Cyberspace Workforce position, work role 641, proficiency level Intermediate. The incumbent is required to obtain/maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification/ Department of Navy policies.
  • FOR 1550-05 Series Only: This is a Cyberspace Workforce position, work role 641, proficiency level Advanced. The incumbent is required to obtain/maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

This is an interdisciplinary position and may be filled by an Electrical Engineer (0850-series), a Computer Engineer (0854-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0850, 0854 and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. For the ND-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-4 pay band (GS-12/13 equivalency) in the federal service or equivalent experience in the private or public sector: as a professional engineer providing systems engineering technical support to assist in the development of integrated computer software for combat system simulation/emulation upgrades for an organization. For the ND-04: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the federal service or equivalent experience in the private or public sector: as a professional engineer providing systems engineering technical support to assist in the development of integrated computer software for combat system simulation/emulation upgrades for an organization. For 08xx, all Professional Engineering Series:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550-Computer Science Series:

A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
