You will serve as a Supervisory Community Planner in the Installations and Logistics Department of MCAS BEAUFORT SC. Duties

You will develop construction programs for annual Congressional and Headquarters Marine Corps funded military construction, minor construction, repair, and MCCS projects. You will provide Facilities Studies, Site Approvals, Economic Analysis, and Cost Estimates. You will provide day to day expertise and guidance on a variety of planning topics for higher level review, as well as, assisting installation departments and tenant commands in facilities planning matters. You will be responsible for the direct oversight of all installation real property records which are required to be maintained in accordance with existing orders. You will assign work and work schedules, evaluates performance, counsel's subordinates. You will delegate responsibility and holds employees accountable for satisfactory completion of work assignments. You will identify employee developmental needs and provides or arranges for training (formal and on the job) to maintain and improve job performance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • The incumbent must complete at least 32 hours of professional continuing education related to master planning topics every two years. Training may count for multiple requirements simultaneously.
  • Must possess a valid state driver's license and maintain base driving privileges.
  • Must file Confidential Financial Disclosure Report (OGE Form 450) within 30 days of assuming duties and by mid-February annually thereafter.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing expert program support in the areas of community planning, real estate actions, community relations, and land utilization aboard a military installation. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
