Duties
Interprets policy and develops local procedures concerning all areas of responsibility.
Establishes and monitors training programs on existing and new payment processing systems.
Conducts analyses of disbursing policy, organization, structure, procedures, and systems in order to develop plans, procedures, guidance, and recommend improvements in service and productivity.
Assesses new/existing customer needs, determines specific solution to customer requirements
Oversees internal records of transactions to ensure they are promptly and accurately recorded.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience at the GS-12 level is defined as: performing financial systems analysis and assisting in the design, development, and support of financial systems; demonstrating substantive knowledge of financial management principles as they relate to automated systems processing and operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
Education is not substitutable for specialized experience at the GS-12 grade level.
