The Fredericksburg Healthcare Center (FxHCC) is scheduled to open in March of 2025. Those hired for these positions will be required to work at the VA Medical Center or one of the other CBOCs (management determination based on need) until the Fredericksburg Healthcare Center (HCC) opens.

This position is assigned to the Health Administration Service (HAS) and physically located in the Health Benefits Unit (HBU), as a Supervisory Medical Support Assistant for Health Administration Service. The Supervisory MSA plans and directs programs at the Central Virginia VA Health Care System within HBU and have full supervisory responsibility for supervising at least one subordinate team leader or team.
Duties may include, but not limited to:
Provides guidance to the facility staff regarding the eligibility and enrollment. He/she is responsible for training subordinate personnel in relation to these functions.
Responsible for professional development of subordinate personnel.
Under the auspices of the Chief and Assistant Chief, will assign task to be accomplished, consider priorities, requisite needs of the assignment and capabilities of the program.
Provides influence, motivation and persuasion necessary to foster the acceptance and exercise of sound management concepts, practices and innovations by other staff.
Interprets national regulations, policy, legislation, directives and polices relating to Veteran eligibility and enrollment within the VA in order to develop guidance for compliance.
Corresponds directly with beneficiaries, their family members, care givers, congressional staff, VISN staff and their program managers and facility staff of all levels.
Must possess exceptional communication skills and superior knowledge of various means of communication in the form of telephone, written documentation, proctoring meetings, interviews etc.
Demonstrates cultural diversity awareness and sensitivity; who possesses an understanding and sensitivity of social and economic cultural parameters of Veterans and staff served.
Develops and maintains a high trust-relationship with superior and subordinate staff.
Will ensure quality assurance for completed work of all subordinates. Responsible for ensuring that all subordinates are competent and fully trained to deliver superior customer care to all Veterans.
Functionary will conduct fact-findings with employees and appropriate representation as appropriate in a timely manner.
He/she is responsible for planning work to be accomplished by subordinates; sets and adjusts short-term priorities and prepare strict timelines/schedules for completion of work. Develops or participates in setting performance standards for Health Benefits Unit.
Ensures the developed policies and procedures are communicated to all subordinate staff through performance plans, work assignments and various forms of training. Ensures changes in procedures and policies to applicable regulations are clearly understood. Ensure compliance with procedures and policies of all staff.
Additional duties or tasks may be assigned by the Service Chief or Assistant Service Chief as needed to ensure efficient daily operations of the Health Benefits Unit.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Experience and Education:
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements, you must meet the grade requirements and demonstrate the knowledge, skill and abilities. This GS-8 Supervisory Medical Support Assistant position is above the full performance level for this job series and requires experience beyond the basic requirement for positions in this occupation.
Supervisory Medical Support Assistant, GS-8
Experience: One year of experience equivalent to the GS-7 grade level, leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.
Assignment: Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities:
Candidates must demonstrate all of the KSAs below:
Ability to provide the full range of administrative and supervisory duties [to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-08.
Physical Requirements: The work requires some physical exertion, such as extended periods of walking while making clinical rounds or making contacts with other services of the Medical Center. There are also some requirements for standing, twisting, bending, sitting, and carrying of supplies. Must be able to lift (30 lbs.) and carry short distances.
