Duties
Serves as a senior appraiser for Technical Services Branch in Real Estate Division - plans, coordinates and executes appraisal assignments including gross planning estimates, and full individual appraisals.
Provide administrative and technical recommendations as the senior appraiser for the Technical Services Branch in Real Estate Division.
Conducts appraisals for acquisition or disposal purposes that may include, but are not limited to, commercial, residential and industrial properties, railroad and utilities, town sites, schools, residential and commercial subdivisions and quarries.
Conducts appraisals for marinas, airports, mineral rights, and large scale, multi-use planned development projects to determine the fair cash market value of fee title, qualified fee, leasehold interests, and for various types of easements.
Review appraisal, valuation products prepared by contract appraisers ensuring they are in compliant with the Uniform Appraisal Standards for Federal Land Acquisitions and the Uniform Standards of Professional Appraisal Practices.
Review Informal Value Estimates or Waiver Valuations prepared by Realty Specialists in Baltimore District.
Possess the technical proficiency to identify significant characteristics of the target property that are relevant to the assignment, understand survey drawings and blueprints, and knowledge of construction materials, their economic life and value.
Conduct full inspection of the subject property, such as military facilities, etc., and comparable properties; and manage appraisals in connection with the sale of various types of properties, such as Government owned real property.
Works on real estate projects such as historical sites, civil works and military projects, and the acquisition and disposal of real properties, etc.
Knowledge of real estate principles, practices, market and values.
Is organized and works on multiple assignments concurrently, utilize many different sources of information, and must completely review submitted appraisals.
Reviews valuation reports in order to determine compliance of policy and procedures, such as the Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA).
Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Serves as an expert witness during condemnation proceeds in Federal courts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel is required 25% of the time.
- Incumbent is required to obtain and maintain a valid state driver’s license.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08.
- The incumbent must obtain and maintain a Certified General Appraiser certification.
- The incumbent has the obligation to maintain his/her qualifications as a review appraiser. The conditions of certification and licensing have been extended to federal appraisers by virtue of the ER405-1-4, dated 29 January 2016.
- This includes having a minimum of five years' experience in the field of real estate appraising and having obtained a certification as a State Certified General Appraiser.

Specialized Experience: One year of specialized experience which includes 1. Distinguishing and analyzing structural features (i.e. age of construction, approachability, renovation completed) to assess the value of the underlying assets; 2. Using appropriate data and valuation methods to establish and prepare appraisal for a variety of real property; and 3. Collecting data through all possible sources to develop, write, and produce professional appraisal reports; proficient with appraisal software applications[insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
Education
