This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York.
Duties
Identify issues and questions pertaining to transportation of shipments to support the manufacturing mission and operation of the arsenal.
Perform transportation functions, such as planning, coordinating and execution of ground, sea, and air shipments in order to move cargo for the manufacturing mission and various organizations residing at the installation.
Schedules the movement of cargo through one or more freight terminals.
Maintain the transportation funding documents for the installation manufacturing mission and tenant organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require up to 5% travel (TDY).
- This position is subject to the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- This position involves duties which are subject to resource conservation and recovery act (RCRA) regulations regarding hazardous wastes.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 24 months of being placed on the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to a pre-employment screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Employee must obtain certification for shipment of Hazardous Material as required by CFR 49 within45 days of accepting position.
- The above certification must be renewed every two years and will remain asa condition of employment as long as the employee is retained in this position. Failure to maintain certification is grounds for possible dismissal or other personnel action.
Qualifications
ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the Administrative Careers with America (ACWA) examining program. Selectees applying to the GS-07 grade will be required to take the Administrative Careers with America (ACWA) assessment and obtain a passing score. In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Assisting in planning, directing, and/or coordinating an organization's leased or agency owned vehicles; (2) Scheduling and/or dispatching vehicles for maintenance; and (3) Providing guidance to personnel on matters related to an organization's transportation program requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
