You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUREAU OF MEDICINE AND SURGERY of NAVSUBMEDRSCHLAB NEW LONDON CT.
Duties
You will establish a governance structure for executing a consistent and repeatable process for monitoring the status of funds.
You will identify root causes of unexpended funds, support overall audit readiness initiatives, and improve internal controls for compliance with fiscal regulations.
You will works closely with Finance team in the management of operating targets to achieve their program objectives within budget, effectively meet routine budgeting requirements and resolve such other issues as may arise.
You will establish and maintain controls to ensure the financial viability of essential command programs through the execution year.
You will provide back-up support for the Civilian payroll reconciliation process.
You will review and calculate the accrual, fringe, and fringe acceleration rates.
You will perform biweekly reconciliation of accounting system data to Work Years Personnel Cost (WYPC) system resolve any undistributed and validate distributed labor.
You will provide training and assistance regarding budgets and Lines of Accounting (LOAs) within Defense Travel System.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience formulating budgets and estimates to support an organization's programs and activities.
Experience monitoring, and supporting the allocation and execution of funds received.
Experience reviewing and evaluating labor reports in accounting systems.
Experience coordinating all travel documents processed through Defense Travel System.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
